How often do you need to make a fresh mixture of vinegar/epsom salt if kept in a sealed container when not in use?

Would it be a better finish if we sand the raw uncoated casting before plating? I’m going to try to use a spare cpu power supply which I believe has 12v 5v and 3.3v output @ .5 amps. Worth a shot. Just starting to getting into modifying and painting hot wheels
