I am a newbie here, does buying 2 shoes give you both of their passive,like the cooldown 15% and CC resistance 35% ? Or just give you a move speed?

No, it doesn't work that way. 2 shoes in your item build slot doesn't mean that you have 2 shoes at the same time in game. In this build, in early game I will use cdr shoes and and after maxing out jungle item, shop will automatically give me cc resistance shoes and switch the cdr shoes with the new one. It is easier way to change boots if you don't buy items manually.
