He's playing professional football and earns money from it, thats pretty much working. The law is basically there to prevent the exploitation of minors, but in some cases its backfiring, cause it was created with the average minor in mind, not some wonderkids in any kind of sport, art etc.
The Germany authorities already signaled this will not be enforced.
There are also exceptions for sports competitions.
The rule is mainly aimed to protect teenagers from exploitation, working in their family restaurants etc.

I don’t see any problem with this rule and Spain knew of this risk before they selected Yamal. This rule is to make sure that no teenager is being overworked and keeping the teenagers mind and body to develop healthy by them being home at 23:00 to have a nice 8-10 hours of sleep.

I was lucky to be smart enough, when I was a child and teenager to not do stupid things that teenagers do. Or overwork myself at some part-time job. A way it’s also thanks to my parents, but there were many teenagers around my age, where they were overworking themselves and were very tired. They didn’t grow up probably and have some sort of different illnesses they have to live with now. Also many of them are broke too because they had so much free space to do where they didn’t focus on developing mentally to be strong enough.
A country that has a rule in place for teenagers and children to follow for their own health is an amazing run country because it means that the government cares about its future. In Europe I’ve been in many countries and I have to say that Germany and Austria looks to be like the best. At the top in almost everything.
