I wish to study computer programming at Seneca College, but the agent assisting with the visa process is applying to another university. So my question is this... When I get the visa and I am to pay for the tuition fee, can I decide on which school I am to send my tuition fee to or it's against the rules for any visa process? Greetings!
Be very careful with this agent...if he's applying to any university on your behalf you should have access to the admission portals of EVERY school he applies to. If he can't give you that access, then RUN...Know it's fishy and fraudulent...Besides, you should watch videos like Oly's Space if she has done such or Chorkor Millionaire (search for this youtuber) or go to the IRCC website for directions on school application an visa application.

It's not possible, you will pay your fee to the school that gave you offer. Explain what you want to your agent.

They only have advanced diploma! They don’t have post -graduate diploma
