I think its because most of the Jinchūriki is elite, adult ninja, and they are wandering around the Naruto World. Gaara is the only kid, besides Naruto, but he was the kazekage, and protected by his village, but Deidara baited him into a fight in the air. Naruto is still a genin, and the Third was his defender, after he's death Jiraya took his role as protector.
It is also possible that the Akatsuki is always seeking times when they can catch the Jinchuriki off guard or alone.

The Reaper bro he had been popping out hundreds of shadow clones for literally weeks making his new jutsu. Kakazu literally says at the start of the fight that naruto looks pretty torn already. The rasenshuriken takes a crap ton of chakra and you can see that naruto is out of chakra at the end of the fight. It’s obvious he was trying to conserve his chakra throughout the fight

This is one of the fights where the plot armor was thick. There was nothing stopping Kakuzu from using this jutsu(the wind+fire style) against Naruto.
The rasenshuriken would've blown up in narutos face and it would've been over.

Kakashi should have died here twice if not for plot armor jutsu. Plus, there's no way that someone (Kakuzu) who has hundred of years of experience in battle would fall for shadow clone. The plot armor saves them and I think it's also to showcase Naruto's new technique and it just happened that Kakuzu was the perfect subject for it.

Correction, Kakuzu didn't fall for the shadow clone but by rasen shuriken dummy. Considering how much chakra it needs and knowing that Naruto would use the shadow clone for distraction, he went for the one who had rasen shuriken. But the question is how Naruto was able to make another rasen shuriken so fact after Kakuzu killed the clone who had dummy shuriken.
