Not taking a paycheck and putting the money back into the "kitty" showed how he thinks of the country first.

He donated some of that money to charity and then took those monies donated off his income taxes as charitable donations (a tax break), which he is entitled to do. But no, he did not donate all his income to charities, and yes, to do so he had to accept his paychecks.
