If Canada is a priority, you will need an application fee. There are a few universities that offer application fee waivers but they do have caveats attached. Most also don’t require the GRE and IELTS (native English speakers).

Hi Oluka,
Rules change daily. Requirements for programs also are different. In the same school, program A will have a scholarship and application fee waiver and program B will not. This is why you need to search for yourself. At least you have a starting point for your search instead of not knowing where to start.
