Oh, easily the Rebel Alliance. Of the eight groups here, they're the only one that (probably) won't (necessarily) have you killed for failure, or killed in some internal power struggle. The other smaller gangs often just don't pay you, and the larger ones would actively play both sides of a smuggling operation against each other to force the best bids for their jobs, and to keep their contractors indebted to them permanently. With the constant shifting and power plays of underbosses in the larger gangs, you could be exceptional at your job and unflinchingly loyal to the organization, and still be murdered without a thought by a rival faction of the organization _you're_ _both_ _loyal_ _to,_ because two higher-level mobsters wanted to show off for some bigger boss. The only other organization that wouldn't do that sort of thing just because is the First Order, but they're still plenty likely to get you killed. It's just, they do it through incompetence rather than office politics or loyalty head-games. Oh, and people on the winning side _can_ still be executed by their own side for crimes, excessive violence or cruelty, or general misbehavior; it's just a lot rarer for _war_ crimes specifically. The Dirty Dozen were all condemned criminals, after all, and while their offenses weren't specifically _war_ crimes, they all either had an appointment with a noose or a life of hard labor if they didn't sign up. War crimes are pretty rare in general to actually prosecute someone over, probably because it takes a real piece of work to outdo the carnage of war on purpose. Out of the entire bloodbath of the US civil war, I think only one guy was actually prosecuted for war crimes, and he turned a POW camp into something that wouldn't be out of place next to Auchwitz to reach that level of despicable.
How I see it: "The Jedi order was founded by none other than Walt Disney himself in the 20th Century, and after decades of peace, it started to go astray from its view of 'balance' in the force, expelling many of its members in the process, and labelling them as a threat. The expelled members were named the Sith. They sought to eliminate any restrictions the Jedi imposed, such as making specific information official Jedi records, and storing the rest in a vault only force sensitive beings can access as dangerous. It is disputed when the Jedi order expelled members, but it is agreed to be sometime between 2015 and 2019." You shall have your perspective if you acknowledge mine as my own.
In my Fanon Star Wars universe, there is a criminal organization known as the Maj Rackets based on an extragalactic planet known as Majno. The Maj Rackets deals in smuggling, spice mining, extortion, and a number of other illegal ventures. They’ve grown so powerful over the eons, they could hold up for a while against the Taranajans, a race of Dark-Side shapeshifters that regularly eat sentient species and that control nearly all of the universe. The Maj Rackets are thus a great fit for those who want to make a living off the underworld but who don’t want to worry about the organization they joined getting shut down by the officials.
