Great initiative by the US government. It is refreshing to see a positive systematic change in the way criminals are treated. Education is key to community empowerment and development. It is almost intuitive that it is better to educate criminals and help them find jobs once they leave prison so they won't come back to prison. I wish this same policy was used in every prison. The total population of the USA is roughly 300 million. The number you cited, "40000 million" is 40 billion. The total population of the whole planet is less than 8 billion. You seriously need a class in remedial math.
It seems to me that there are more than a FEW companies, somewhere, in this country, of hard working educated Americans, that would have liked to bid on this contract and made this parts and gave regular people work. The problem is that if they can use prisons to make things for pennies on the labor, the rest of the country is fucking screwed.

Slave labor? This is voluntary training, and I doubt many prisoners have the brains to learn this type of technology. Most people with an IQ bigger than their waistline, don't commit crimes that are going to land them in San Quentin.
