U are using the performance mode also you do not use the most important thing in 4000 series (dlss3 and FR), the entertainment mod(65w) is very sufficient compared to the heat and the throttling given by the performance mode (75w), for me i just use the entertainment mode in games and don't forget the DLSS3 and the frame generating technology they are the most important in 4000 series.
There must be some bios issue or any driver issue or maybe any power saving setting. You should go to any service centre to fix it . If not possible you can just go to any computer shop they will update bios and make it work fine but make sure they don't open the laptop which may cause void in warranty and yes they will charge you except service centre if in warrenty then only it's not a major issue well

If "isn't smooth" means screen tearing, try turning on v-sync in your games

helldivers 2 can run on ultra on a laptop 3060, so u ok
