Thanks for the info. I'm making my way through the article.
Seems like the wall was intended as a way to protect other neighborhoods from crime. I always thought that was what POLICE were for- but I guess if your police are corrupt, you have to erect concrete walls and draw international attention to your community, rather than dealing with the problem.
