+William Bradford part of it may be that although the numbers of pandas in captivity has unquestionably soared over the past couple of decades (relatively speaking), there have been questions over wild pandas. aside from the fact that it's impossible to know for certain how many animals of any kind are in the wild (for obvious reasons), there have been factors very recently that actually could've made their numbers fall rather than rise. first of all, there's the matter of the pandas' natural habitat. they cannot survive in the wild where there is not ample bamboo forest, and this is steadily disappearing due to population growth & pollution. (some also say climate change is an issue but i don't know enough about that or its potential relation to bamboo forests to comment further.)
also, in 2008 there was a MAJOR earthquake in the very area of china that holds not only the world's leading panda reserve & conservation center, but also where wild pandas live. we know that 1 captive panda, Mao Mao, was confirmed killed at the reserve when the wall of her enclosure crushed her, and another panda went missing and (as far as i know) was never found, though was presumed killed (again, this may have been confirmed since i last checked - they may have found the panda or its body).
the number of WILD pandas killed by the quake is unknown. i don't know much about the environmental impact of the earthquake on the wild animals or bamboo forests, but i do know that this could only have hurt rather than helped the wild pandas.
like you said, it's better to estimate too low rather than too high and become so confident that the world relaxes, only to find out that actually the situation is more critical than we thought.
So exciting that Beautiful Bao Bao reportedly had her first cub in China in 2020!! :)

She is almost the same age as Yuan Zai of the Taipei Zoo: an equally adorable and delightful cub; Her mom Yuan Yuan is also a doting mother.
