It was necessary, they were bordered by Yugoslavia which was a hostile state that tried to make Albania their puppet state in 1946-48. They attempted to structure the Albanian economy to be supplementary to, and dependent on, Yugoslavia - which destroyed relations between these countries. Albania split from the USSR because the leadership deviated from basic Marxist principles after 1956, and fully disengaged with the bloc after the invasion of Czechoslovakia in 1968. This left them with no regional allies who could help them in case of an invasion, they were isolated. They also bordered Greece, which was a NATO country and signatory to the Western-aligned military alliance called the Balkan Pact, which also included Turkey (NATO member state) and Yugoslavia, who was not a NATO member but received military aid from the USA under this pact. Given the easily observable pattern of American anti-communist aggression, Hoxha saw to it that the Albanian proletariat had the training and the means to defend their country against imperialism. And it was not the only thing their educational training went to. Albania was a highly accomplished country, for being so internationally isolated it was not easy to build a self-sustainable economy and still provide/improve upon quality services for their people. Education and healthcare were comprehensive and free, healthcare included annual state-sponsored trips to coastal resorts for each worker. Agricultural equipment was half a century behind yet they managed to keep the shelves full with food every year, and living standards slowly but surely improved in accordance with the economic plans that Albania’s top scientists calculated and produced.

Store shelves were empty and people were starving, while money was being spent toward tons of concrete to build bunkers(750,000) for protection from an attack that never happened and factories on a failed attempt of the country's industrialization. The dictator built a submarine fleet, which was a luxury to even rich countries. I'll admit there was more order, but on the other hand oppression of free speech and thought was extreme. He managed to brainwash a whole people by closing them down and feeding them lies. I think indeed at the time, people wanted the economy and social security of a socialist nation, but without the strict state security. However now the state security is gone but so is the economy and social system. This is a common disillusion in the former eastern block, that they where not able to keep their standard of living without political repression. I think of it as a trade of.

I think you would have been disappointed if you lived there. The hardest part about life back then was not unemployment or poverty it was people spying against each other. It had major consequences for peoples lives and their families if you were thrown in jail. The whole system was based on terror. On the upside ordinary crime was virtually nonexistent.

My parents didn’t have electricity or plumbing, had military regularly inspect their villages for weapons, had god-awful infrastructure, and if they were caught with any religious things, they would have been arrested. I would have preferred that we have just stayed as tribalistic mountain people than government worshipping cultists. I don’t like capitalism either, but I view distributism as a much better alternative.
