do you need the hygrolon? Could you just do the foam and then silicon/ coco fiber it? or would the moss and stuff not grow as good?

The Hygrolon does keep things wetter and more suitable for moss growth, especially in areas further from the water. You could certainly try a build using the other method you mentioned.

Hygrolon is too hard to find and too expensive here in Ontario Canada. What would you recommend?

There are no worthwhile alternatives that I am aware of, so instead I would coat the wall with silicone and press in some peat moss to make it look natural.

You can use aquarium filter foam mats for this. I've used it for straight drip walls, sewing it onto the egg crate backing and that worked great. You can easily stick aquatic plant cuttings onto it and they will start to grow in their emersed form in about a week.
I'm still thinking about how to attach it to the expanded foam too, so couldn't tell you how to do that. One important thing to consider is the coarseness of the foam. Too fine and it would probably get too soggy, too coarse and it will not really hold water.

I can see this working as a general substrate, especially for a drip wall where water is being run through it as you described. Have you tried this for any applications where water wicking was needed?

What kind of light is on this tank?
