This is also confirmed because when someone asked Naoto Oshima(Lead director of Sonic CD)about R2. Naoto Oshima revealed the name of the level and said: "The eliminated round is called Dubious Depths" which means that the levels in Sonic CD were always called rounds. Please do more research when saying things like this.
Although we'll never officially know how "R2" would have turned out to be like in _Sonic the Hedgehog CD_ , one part of the game that you overlooked that dropped some hints was the Little Planet itself while playing around with it in the DA Garden mode. The Little Planet has a lot of unidentifiable locations on it, including a desert area that doesn't appear in the game at all. This is just my opinion, but I'm assuming "R2" would have been that green, hovering tower to the left of what I'm assuming is Metallic Madness. Well, anyway, good video.

Mazin, one of the developers for the original release of Sonic CD, recently said that Round 2 was scrapped due to being unable to fit all of the music onto the CD-ROM. Which means the developer for the PC version was just giving his two cents on why it was cut, it wasn't the actual reason.
I, personally, believe R2 was meant to be basically Marble Zone, but focusing more on ruins than on lava and grass. As for the Eggman boss, I suppose it would've been similar to Metal Sonic - race Eggman out of the Pyramid before it collapses, or something.
Had I written this a few months ago, I would have just said that we'll probably never find a build with R2 intact, but after that Sonic 1 beta discovery, anything's possible at this point.

We actually did get a bit of a bone thrown our way with the Great Sonic Prototype Dump of November 2019. Among those was an extremely early build of Sonic CD, currently the oldest known build publicly available. Interestingly, R2 is present in this build's Time Attack menu, indicating that it likely did exist in some form at this point. Sadly, however, Palmtree Panic (humorously titled "Salad Plain" in this build) is the only level that's actually present and playable on the disc, seeing how it was only intended to be a simple demo for the 1992 Yuusei Sega World event. R2 had already been trashed by the time the next build was compiled, so other than a rough approximation of when it was canned, we still don't have any new info.
Some of the levels in Sonic CD were based on early concepts for Sonic 2 as well (Quartz Quadrant in particular resembling Hidden Palace), so it's possible that R2 related to the original, dropped, Olympus concept of which Aquatic Ruin was a future version. The use of Burrobot would likely have been similar to the use of Grounder in Aquatic Ruin too.

Garden is the present version of R2, Techno Power Mix includes a snippet of the Bad Future version of R2 and Sonic Stream is a remixed version of the Good Future version of R2. Dubious Depths is the name of R2. It was supposed to be a dungeon located in a spruce forest. In other words, there's more information on R2 now thanks to Mazin, Naoto Ohshima and Sonic Origins.
If a dedicated fan decides to make Sonic CD: Little Planet Revisited, I definitely think that they should include R2 in there, in a similar way to how the Christian Whitehead Sonic 2 mobile port implemented the cut Hidden Palace Zone. In my opinion, this zone should be named "Reflection Range". In this zone, there are countless mirrors that show a distorted reflection of Sonic, as well as prisms that if angled correctly, creates colorful rainbows that you can walk or slide on. Actually, we could implement even more zones: Cocoa Crater Zone Ink Stain Zone Vinyl Volution Zone Nova Glitter Zone Radial Levity Zone Spurious Sponge Zone etc. Sonic CD is one of my favorite Sonic games purely because of its cyberpunk, reverse technicolor, nature&tech aesthetic. So much potential here...

8:00 I've seen enough Toei Animation city ruins to know that R2 was gonna be city/post-apocalyptic empty city/Eggmanland (those floor squares especially being a holdover from their DBZ work around the same time). R2's Eggman Boss is a motorcycle design. The moss overgrowth on cityscape especially proves it's a Life After People type cityscape. City/Eggmanland are the most plausible past/bad futures for it. It also fits with the explanation given for cutting it. City seems like a very easy concept to execute but is hard to make fun. Look at the design in the clip with the knowledge this is the same decade they'd been doing Dragon Ball for ages during and you can see the one to one between all the city ruins in it and that area.

Interesting question, asking if R2 was going to be based on Marble Zone or Labyrinth Zone. In the immortal words of the great Dr. Zoidberg, why not both? Playing through Sonic CD, I immediately noticed the aspect of echoing Sonic 1, and since Tidal Tempest is a water Zone with erupting volcanoes in the background, I figured it was Marble and Labyrinth Zones mashed up together, so maybe Tidal Tempest is literally formed from two different originally-intended Zones combined?
Literal hours before this video was uploaded, a new Sonic CD prototype was discovered. It’s six months earlier than the 510 prototype, so it could contain R2.
I am adding R2 to my sketchnation sonic fangame: Sonic TDOL. Naming it Removed Riot Zone, and mixing the concept art with the little short. Edit: Thank you for the support on TDOL, and name suggestions! I've gotten very far in development, and I'm almost ready to release it to sketchnation public. All I'll tell you is that a high part of it can be found in marble zone under the arch, too! In the comments, I want to see 2 name suggestions: Rainbow Ruins, and Removal Rebuilds. Depending on the amount of times they're said, I will choose the one with the most comments to be the level's name. If it's a tie, I mix the two together in a way. Then there would be another vote of Rainbow Rebuilds and Removal Ruins. Tie again, and it's Removal Riot. Either way, thanks for all the support!
It would make sense that once they realized R2 didn't meet their standards, it was cut, then another stage was designed to keep the level count the same, being tital tempest. Of course, the level count is important for keeping a good number of time stone opportunities. This rainbow thing as well as the dry panels thing is way different to tital tempest's design, as well as the enemies being different, so I believe rather than R2 turning into tital tempest, tital tempest was designed to be different, but to fill the gap R2 left behind. As an additive, both levels look like different Sonic 1 stages, Marble zone and Labrinth zone. Makes sense it was cut, nobody likes Marble Zone.
Makes sense that the wacky workbench zone isn't corresponding to a sonic 1 level. But it makes you wonder how bad R2 must have been since they kept wacky workbench.
Even if R2 turns out to be a version of Labyrinth Zone, with the current information is a weak assumption: - Tidal Tempest has water and engraved blocks, which Marble Zone does not - The order was already "fixed" by the time Sonic CD development started - Marble Zone is not just "ruins", it's a homage to the first stage of Altered Beast and with that in mind Tidal Tempest even is more different, meanwhile the video from R2 is even more similar to Altered Beast setting. Also worth noting: The development of Sonic CD and the 8 bits version of Sonic 1 do overlap (unlike the 16 bits version) and there's hints (like the music present in the released cartridge) that Marble Zone was removed from that version, so that decission might be connected somehow.
I like this old level idea, CD should have had more beautiful natural scenery like the first zone, showing Little Planet as a beautiful place just to turn it into something completely awful when going to the bad future.
There’s one particular level in the little planet map which doesn’t have a referring stage for r2 the place is located in a floating green area in the sky, which was supposed to be what r2 was located at before it was scrapped
Antlines are a real thing which lives in forests which they make a sinkhole so they can get their prey, which is the same exact thing which happens to sonic in the uncut credits
I think R2 could be a stage named Rumbling Ruins with the antilions and worms popping out the ground. I also think the blueprint shown in this video could be the Perfect Future for R2 with the rainbow waterfalls; or as I call it, Rumbling Ruins.
Here are my ideas for this zone... --------------------------------------------------------------- Name: Ancient Base Zone Past: Some sort of Ancient aztec/Mayan Temple with Boulder, spike, Lava, and Badnik traps scattered throughout the temple. Present: Similar to the clip of R2 in Sonic CD's cutscene with very ancient designs, with very minor yet old technology scattered here and there Bad Future: Technology over takes all of the the Base, equiped with fire lasers, bomb traps, Poisonous Water which instead of losing Air, you lose 1 ring each time you hear that Air lost ding sound Good Future: Similar to the Wooden Kingdom in Super Mario Odyssey where the Technology here gets overgrown by plants, but at the same time the Technology helps the Nature here grow in peace. Plus strangely, there's water you can't drown in because it's so Pure, which cause Rainbows that you can climb up and down on to reach up to more higher areas.
An even bigger hint to why R2 was supposed to look like Marble Zone are the purple blocks Sonic hops on in the unused version of the ending cutscene while the credits were rolling.

This is what I thought. You can see all zones except quartz quadrant and and Wacky workbench zone are similar to sonic 1 zones. If you look at 9:42 in the video, the reply from the dev guy refers to sonic 1 as the "original" version of Sonic CD. Sonic CD also began as a CD version of Sonic 1 and 2 I think as well.
The tidal tempest theory doesn’t make sense because sonic XD was being co-developed with sonic 2 not sonic 1, the sonic CD team was just the part of the sonic 1 team that didn’t go to America to work on Sonic 2. So they knew about the level shift and wouldn’t have moved tidal tempest.
but what if R2 was just Marble Zone + Labyrinth Zone (the cutscene of R2 has water, while Marble Zone not) then they decided to remake it into Labyrinth Zone + Marble Zone (the Tidal Tempest has the volcanos background and start, and also the block's pattern in Marble Zone and Tidal Tempest is same)?
Update on R2, a developer who works on Sonic Cd has confirmed that R2 is partially an underwater stage/ruins and R2 soundtrack is still in game. I've also speculated that Regal Ruin (from Sonic R) was the intended name for R2. There's no proof of it, but it wouldn't surprise me if it got recycled.
Given the artwork and the scene from the animated ending I can clearly see what R2 would have been. A ruin like Zone with arch bridge overflowing with Rainbow waterfall and crumbling floor. Roots and over plant growing from the remain of this ruin. Past of this zone would be the ruin when they were a mighty temple, good future will be rainbow waterfall overflowing more the ruin and roots becoming full grow Tree, bad future would be a lava ruin with scorching remain of what's once was a lushing green vegetation.
The city. It's like humans used to live there until the earth was ruined and moved to the sky or something. Had an eerie feel to it, seeing empty streets and buildings.

R2's Eggman Boss is a motorcycle design. The moss overgrowth on cityscape especially proves it's a Life After People type cityscape. City/Eggmanland are the most plausible past/bad futures for it. It also fits with the explanation given for cutting it. City seems like a very easy concept to execute but is hard to make fun. Look at the design in the clip with the knowledge this is the same decade they'd been doing Dragon Ball for ages during and you can see the one to one between all the city ruins in it and that area.

Interesting question, asking if R2 was going to be based on Marble Zone or Labyrinth Zone.

Playing through Sonic CD, I immediately noticed the aspect of echoing Sonic 1, and since Tidal Tempest is a water Zone with erupting volcanoes in the background, I figured it was Marble and Labyrinth Zones mashed up together, so maybe Tidal Tempest is literally formed from two different originally-intended Zones combined?

Literal hours before this video was uploaded, a new Sonic CD prototype was discovered. It’s six months earlier than the 510 prototype, so it could contain R2.

All I'll tell you is that a high part of it can be found in marble zone under the arch, too! In the comments, I want to see 2 name suggestions: Rainbow Ruins, and Removal Rebuilds.
Depending on the amount of times they're said, I will choose the one with the most comments to be the level's name. If it's a tie, I mix the two together in a way. Then there would be another vote of Rainbow Rebuilds and Removal Ruins. Tie again, and it's Removal Riot.

It would make sense that once they realized R2 didn't meet their standards, it was cut, then another stage was designed to keep the level count the same, being tital tempest. Of course, the level count is important for keeping a good number of time stone opportunities. This rainbow thing as well as the dry panels thing is way different to tital tempest's design, as well as the enemies being different, so I believe rather than R2 turning into tital tempest, tital tempest was designed to be different, but to fill the gap R2 left behind. As an additive, both levels look like different Sonic 1 stages, Marble zone and Labrinth zone. Makes sense it was cut, nobody likes Marble Zone.

Even if R2 turns out to be a version of Labyrinth Zone, with the current information is a weak assumption:
- Tidal Tempest has water and engraved blocks, which Marble Zone does not
- The order was already "fixed" by the time Sonic CD development started
- Marble Zone is not just "ruins", it's a homage to the first stage of Altered Beast and with that in mind Tidal Tempest even is more different, meanwhile the video from R2 is even more similar to Altered Beast setting.
Also worth noting: The development of Sonic CD and the 8 bits version of Sonic 1 do overlap (unlike the 16 bits version) and there's hints (like the music present in the released cartridge) that Marble Zone was removed from that version, so that decission might be connected somehow.
but also the R2 cutscene has water, while Marble Zone not. Also the block's pattern in Marble Zone and Tidal Tempest is same.

I like this old level idea, CD should have had more beautiful natural scenery like the first zone, showing Little Planet as a beautiful place just to turn it into something completely awful when going to the bad future.
There’s one particular level in the little planet map which doesn’t have a referring stage for r2 the place is located in a floating green area in the sky, which was supposed to be what r2 was located at before it was scrapped
In the bad future timeline instead of being green, it’s now red in the good future the whole building is replaced five palm tree
Antlines are a real thing which lives in forests which they make a sinkhole so they can get their prey, which is the same exact thing which happens to sonic in the uncut credits
The green path sonic was running from was from the outside and you can also see green stuff which is trees built inside of the stage
the trees kind of look like they are vegetation when they are literally so the Brown because ant lines only appear in a forest

Here are my ideas for this zone...

Name: Ancient Base Zone
Past: Some sort of Ancient aztec/Mayan Temple with Boulder, spike, Lava, and Badnik traps scattered throughout the temple.
Present: Similar to the clip of R2 in Sonic CD's cutscene with very ancient designs, with very minor yet old technology scattered here and there
Bad Future: Technology over takes all of the the Base, equiped with fire lasers, bomb traps, Poisonous Water which instead of losing Air, you lose 1 ring each time you hear that Air lost ding sound
Good Future: Similar to the Wooden Kingdom in Super Mario Odyssey where the Technology here gets overgrown by plants, but at the same time the Technology helps the Nature here grow in peace. Plus strangely, there's water you can't drown in because it's so Pure, which cause Rainbows that you can climb up and down on to reach up to more higher areas.
In my opinion, the name should be Rusty Ruin Zone. It has the same letters in the beginning.

An even bigger hint to why R2 was supposed to look like Marble Zone are the purple blocks Sonic hops on in the unused version of the ending cutscene while the credits were rolling.
I love Marble Zone, both in terms of level design and artstyle/music.

This is what I thought. You can see all zones except quartz quadrant and and Wacky workbench zone are similar to sonic 1 zones.
If you look at 9:42 in the video, the reply from the dev guy refers to sonic 1 as the "original" version of Sonic CD. Sonic CD also began as a CD version of Sonic 1 and 2 I think as well.
The tidal tempest theory doesn’t make sense because sonic XD was being co-developed with sonic 2 not sonic 1, the sonic CD team was just the part of the sonic 1 team that didn’t go to America to work on Sonic 2. So they knew about the level shift and wouldn’t have moved tidal tempest.
but what if R2 was just Marble Zone + Labyrinth Zone (the cutscene of R2 has water, while Marble Zone not) then they decided to remake it into Labyrinth Zone + Marble Zone (the Tidal Tempest has the volcanos background and start, and also the block's pattern in Marble Zone and Tidal Tempest is same)?

Finally, based off the description of R2 it sorta reminds me of the Land of darkness from the Sonic Ova specially the City portion (the present) It's a ruins like area with numerous buildings, over vegetation specifically the vines, and Past and Presents versions both contain big portions of water.
As the concept art with the Rainbow waterfall some other developers saying it's the present and the other saying it's the good future. Those no confirmation which one it is.
It sorta seems R4/Tidal Tempest used some ideas from R2 specially the ruins like structure from the past, over vegetation in the good future, and being an underwater stage.

Given the artwork and the scene from the animated ending I can clearly see what R2 would have been. A ruin like Zone with arch bridge overflowing with Rainbow waterfall and crumbling floor. Roots and over plant growing from the remain of this ruin. Past of this zone would be the ruin when they were a mighty temple, good future will be rainbow waterfall overflowing more the ruin and roots becoming full grow Tree, bad future would be a lava ruin with scorching remain of what's once was a lushing green vegetation.
The ruins in the animation remind me of that one scene from the OVA.
