They are more casual about nudity in Germany than in the puritanical USA. The guy is the owner of the property. He likely was the owner when you rented, and was doing it before you ever moved in. Why should tenants be entitled to change the terms and conditions after they move in?
I know this piece may be flippant but, yet again, they’ve taken it out of context. In Germany public nudity is commonplace. You go to a public sauna or steam room, everybody will be naked. It’s America that has a massive hang up on nudity.

Actually I was just being silly. I have a very wicked (and warped) sense of humor. It's Europe, not the US. Nudity is not viewed as inherently sexual over there and is in fact fairly common in communal arias like courtyards. Most of Europe has some form of public bathing as part of its national identity, and Germany in particular has some of the most relaxed cultural attitudes toward nudity. The abnormal part wasn't that the landlord was nude sunbathing, it was that the tenets had an issue with it.

Nudist colonies and camping areas exist. Germans sunbathing naked on a balcony, or in their garden is rather common… even when shared with others… it is not considered sexual, and is not illegal. It is only sexual and illegal if the person is sexually aroused and engages in sexual actions….

What is common however, is informal naked areas at swimming lakes and on beaches. Right next to clothed areas. You can find anyone there, from new-born babies to very old people, thin and fat, ugly and beautiful. Only adolescents are rare there, as they tend to be insecure.
@@johaquila I have done lots of sunbathing in the nude … my friends studied all over Germany… traveled lots visiting each other.. most larger cities have areas in parks where you can sunbath in the nude or at least topless. I used to do it, my friends used to do it, usually while working on my own studies … but I also went to the sauna all my life and drunk skinny dipping every weekend as a teenager…

I'm from Germany: Nudity isn't usually that big of a deal, except it is in an "aroused" manner. It's normal that you have to be complete nude if you go to a sauna and usually they're mixed. There can be nudity of both sexes on TV (as long as no one is excited). Doesn't mean everyone is okay with it, but it's overall more relaxed, I would say.
I often describe it as “functional nudity”, the nakedness that usually serves a different purpose from sex. Sun bathing, healthy sweating and/ or swimming. Non of it is sexual - all about those activities are about health or physical well-being. Or serve some other natural physical function, e.g. breastfeeding. So lots of partial or full nudity is not associated with sex or sexual activities…
I lived with a guy who was NOT my boyfriend, who lived....NAKED. When i asked to rent his extra ruin until i could find perm residence, he said yes UNDER THE CAVEAT, that he was tired of altering his lifestyle because of my presence. I was fine with it. I lived in Germany for years and they have a thing called 'freiekörperkultur' which means 'free body culture' and there are lots of places people are naked or partially naked. Nakedness is more part of the culture there than here.

Why is this a news article? It's legal and common in Germany for people to sunbathe nude in the public parks. The courtyard of a residential complex isn't that much different. Plus, *nudity is harmless.* It's easy to get used to, and those who don't like it can simply not look at it. People need to get over their prudish Victorian hangups.
The law in Germany says that nudity is acceptable as long as there is no arousal or exhibitionism (intentionally trying to get a reaction is required to meet this test) involved. The location plays little to no role in applying this law. Public parks, your balcony or anywhere else are all acceptable places to sunbathe or otherwise be nude. The fact that it is the landlord plays no role in if it is acceptable or not. In this case, the tenant stopped paying the full rent because of several reasons also including “food smells” and the landlord sued to get the outstanding rent. After a site visit, “the court said that the spot where the landlord sunbathed could only be seen from the rented office by leaning far out of the window.” This finding indicates that the man was not being exhibitionist. The man “stated credibly that he always wore a bathrobe which he only took off just before the sun lounger”, and the Tennant failed to prove otherwise. The court also decided that in a mixed-use building, it is normal “that one occasionally cooks lunch”.

Yes, and do you know why the court ruled that way? Because we have in Germany real private freedom in our private places and aren't as bigoted as the USA. As a German, I love this. Everyone is naked unerneath their clothes. If people have an issue with it, oh well. I don't go outside naked unless it is where people do not see it, because I just wouldn't be comfortable. But if other peple want to be naked, oh well. You have to understand that the Germans have an entirely different view on nudity than most in the US. Public nudity is permitted in many city parks, pools, and beaches. It is not uncommon to see full nudity in TV shows or commercials. So the simple act of being nude like sunbathing or gardening is not seen as a crime. The nudist movement such as nude social groups actually started in Germany and were centered around health and physical fitness.

Germany is very relaxed about public nudity as long as it is not sexual. Though you can't walk around the streets naked (a minor disdemeanor) there are public parks and beaches where nudity is permitted.
Nudity is veiwed differently in Germany. I remember going to the local pool as a child and just seen women taking of all there clothes and not go in a locker room. Men would pee in public and Troughs are in public to pee in. Everyone could see that. He is home and everyone has the right at home.
Nudity is generally treated differently in different cultures, do be aware of this. Shaming and hyper-sexualization of nude bodies is mostly a Western thing.

I'd be curious to know real statistics on rape rate between Europe and the US. I would bet rape rate is much higher in the US than it is in Europe. And I think there is a direct correlation between rape rate and the level of prudishness about nudity. Or maybe not the prudishness itself, but the level of censorship of nudity. In other words, the more nudity is censored and viewed as the "forbidden fruit", the more rape occurs. This is why I'm in favor of completely normalizing nudity. I firmly believe it would make society safer.
I doubt the two things are related. I'm European and very much in favor of public nudity but I don't think it's a deterrent for rape. Rape typically doesn't have anything to do with sex (or nudity for that matter). In the overwhelming majority of cases, rapists commit their crimes because they want to feel a sense of power over their victims. Penetration isn't done for sexual stimulation but rather for degradation. By undressing and penetrating his victim, the rapist is saying: "I have complete power over you and thus I can break your most private and intimate boundaries. You can't do anything to stop me." This is also why the legality of prostitution and rape rates are not connected. Mentally healthy people don't rape others, even if they are incredibly starved for sex. Rape isn't just something you accidentally do. So, rapists aren't really a good measurement for policy-making. They are mentally ill and need therapy/treatment.

Also if the sunbather was a woman and people liked watching them sunbathe, does the landlord get to charge more? A rent-reduction is the only remedy in Germany unless the parties come to a written agreement changing the original contract. The lease they signed would likely be a multi-year lease. Keep in mind that they had to lean way out the window to see the sunbathing landlord, so they were being unreasonable.
Look, I'm an American (ex military) living in Germany for almost 40 yrs. My mother German, father American. There's an old culture that still continues here in Germany, and that was from the old East (DDR). This culture is called FKK. It was and still is quite normal to go naked or topless here. My mom went topless all the time and no one thought anything else about it. Whether these people should get a discount, I'm not sure. But FKK still continues and it's not a big deal - hell, I've done it in the past in FKK areas.
Knowing the cultural background as a German, and having read some more detailed German reports, I think some clarifications are in order. - Public nakedness is not very common in Germany, but it's also not a big deal. Just like in France, you can see completely naked people on publicly financed television, even in TV productions financed by public arts funds. Both in sex scenes and in completely asexual scenes e.g. on a public beach. You can occasionally see completely nude people on huge advertising posters paid for by big companies. Most local swimming lakes unofficially have a naked area, usually not clearly demarcated from the non-naked ones. Whether you are in the naked area or next to it, the most important rule is not to sexualize the nakedness and turn it into nudity. No sexual activities (minor intimacy is OK), no inappropriate staring. A lot of naked people are very ugly, or fat, or just old, and comments about their bodies are totally inappropriate. Saunas work the same way in Germany (and also in Finland, where they originate, and many other countries): you are expected to be completely naked, and at least in Germany this is actually enforced. (Officially for hygienic reasons, but it also makes it impossible for weirdos to enter these spaces and hide behind plausible deniability when doing inappropriate things.) Some concessions are made to make saunas more accessible for people who are uncomfortable with this: men-only and women-only days. In all these places, there is usually no issue with the inclusion of children, whether naked or not. By the way, very young children are still often naked even in settings where clothing is otherwise not optional. I believe this was once the case in the US as well, where even adolescents swam naked in school in the 1950s or so. - As a specific example, a large conservative newspaper (Die Welt) illustrates its amused online article about this court decision with a photo of a well-tanned man aged about 60 years or so, lying in the grass completely naked, and a second photo showing a completely naked couple gardening. (Both photos are cheeky but not really sexual. And the most you can see is the woman's buttocks.) - The US (and also the UK) has a fundamentally different approach to the public space than Central European countries. Most of the US and UK is sparsely populated, and you are expected to make sure that nobody can see you do private things that people shouldn't see. Most of Central Europe is very densely populated. Going to a place where we you are guaranteed not to be seen by anyone is almost never an option. You are expected to ignore it when you see something private that is not intended to be seen. We have, and need, a concept of privacy in public spaces. Your right to film in public is limited by other people's privacy _in public,_ and even uploading footage of someone walking along the street is only legal if you have their permission or they are only incidental to the footage or there is a good public interest reason. All of this seems related to my previous point. - As I understood it, the courtyard is not part of the public area but used exclusively by the landlord, who lives in the office building. It is therefore a private space. The fact that other people can go out of their way to see what is going on in this space does not make it less private in our culture. The Peeping Tom is in the wrong, not his victim, and the victim has no obligation to change his or her behavior when they are aware of a Peeping Tom. (This makes it far easier to take legal action against paparazzi.) - The renter had claimed that when the landlord went to the courtyard for sunbathing he was naked already in the corridor. However, when the court inspected the situation, the landlord was wearing a bathrobe and convincingly explained that he always did. The court came to the conclusion that the renter had exaggerated this point. ('naked under the bathrobe' -> 'naked') - The decision happened in the context of a wider dispute. The renter tried to significantly reduce the rent claiming various defects, and for a while paid no rent at all. There is a mechanism for this in German law, so that renters can pressure landlords into fixing defects in a timely manner. The court found the reduction justified only in a small part (excessive noise from a nearby construction project) justifying a rent reduction of 15 %. It ruled that all the other claims, such as the odor from neighbors cooking at home and some everyday items like prams in the corridor (and of course the hilarious tanning landlord), did not justify any rent reduction at all. Overall, it appears that a company in financial difficulties was delaying its rent payments to gain time, and making up frivolous claims to justify it.

Is Germany, nudity is not that big of a deal. In addition, there is a severe housing shortage in Germany's major cities, making it difficult to find an affordable new flat to rent.
My opinion is that this is something that should be disclosed before renting. If you are ok with it fine, but if it isn't disclosed then you should have some recourse. Personally I wouldn't rent there because of that but if you are ok with it then fine, but it should still be disclosed before rental agreements are drawn up. It really doesn't matter what country it's in. Just my opinion.

In the present case, the »serviceability« of the rooms is ultimately not impaired. Aesthetic sensibility plays no role here, and there is no »grossly improper action«. After reading the article in German, I believe that being in "His Own" Courtyard and not in a public domain, makes the ruling correct. The claim that he walked naked though the corridor was considered false! "The landlord of a house in a posh district of Frankfurt sunbathed naked in his own courtyard. A company then refused to pay the rent. A Frankfurt court ruled that nudity does not exempt you from rent." " During the on-site visit, the lawyers did not find a naked man in the hallway. The defendant had claimed that the landlord was often going through the stairwell to the courtyard without any clothes on. This was not the case during the on-site visit. Rather, the plaintiff credibly stated that he always wore a bathrobe, which he only took off immediately in front of the sun lounger, according to the court. Same as if I'm seen naked on my Balkony, Just look away if you dont like it! lol

As long as the landlord is chill with people and isn’t trying to force themselves onto people, I wouldn’t mind with them being naked. Ana is right that the penis is different. There’s negative history attached to that one organ-given how much rape and sexual assault committed by men has taken place over millenia. I can understand why people feel uncomfortable, so I agree with a discount as a compromise. I tend to be more comfortable with it because I have faith that we can change humanity for the better some day, and so I think we should try to be more accepting towards nudity regardless if it is male or female involved.
Nude Sunbathing in public parks is perfectly acceptable in Berlin, and has been for about 100 years. America has to get over its problem with nudity. However he should confine this to the courtyard and use discretion. No flaunting his junk. The legality of this issue in Berlin was originally established (at least in Berlin) because there were so few sunny days and sun was regarded desirable because of human need for Vitamin D.
Germany is so different. I worked at a research institute there and when the top researcher won a Nobel Prize and when they celebrated they threw him in the pond and afterwards he just ended up walking around naked the whole night
I note that here in the USA it’s pretty rare that renters have any legal criterion (and hence judicial support) for limiting what a landlord can charge. We mostly have no recourse except “market forces” tremendously weighted in favor of the property owner.
I could see it impacting the business, which is fair enough. If it's impacting their business, imo they should be able to get out of the rental agreement if he doesn't stop. However, outside of that, people have a right to be nude in Germany. He has a perfectly valid (non-sexual) reason to do it, and your hang-ups aren't other people's problems. I lived in Germany and it was clear that nudism is quite popular…there are hundreds of nudist colonies in the country side, and mountain sides where Germans vacation…also many upscale trailer home sites dedicated to summer vacations in the buff..entire families (grandparents, parents, children and grandchildren) barbecuing and playing volleyball every day, as well as nudism by camp fires…these places are considered family friendly.
Once it’s not just private space it’s not acceptable. If it’s your own space, and all people who live there are fine with it it’s fine. I have zero issues with nudity. I feel very European about it, but if you do it you should have a disclaimer so renters can decide if that matters to them in their homes, and right outside their homes in their yard is their home.

It's Europe, not the US. Nudity is not viewed as inherently sexual over there and is in fact fairly common in communal arias like courtyards.
Most of Europe has some form of public bathing as part of its national identity, and Germany in particular has some of the most relaxed cultural attitudes toward nudity.
The abnormal part wasn't that the landlord was nude sunbathing, it was that the tenets had an issue with it.
Nudity still matters particularly where they're doing it.

Nudity is not restricted to the beach in Germany. Public parks have nudist areas. Swimming pools allow women to be topless. Saunas are mixed and naked. Nudist colonies and camping areas exist. Germans sunbathing naked on a balcony, or in their garden is rather common… even when shared with others… it is not considered sexual, and is not illegal.
It is only sexual and illegal if the person is sexually aroused and engages in sexual actions….

What is common however, is informal naked areas at swimming lakes and on beaches. Right next to clothed areas. You can find anyone there, from new-born babies to very old people, thin and fat, ugly and beautiful. Only adolescents are rare there, as they tend to be insecure.

I have done lots of sunbathing in the nude … my friends studied all over Germany… traveled lots visiting each other.. most larger cities have areas in parks where you can sunbath in the nude or at least topless. I used to do it, my friends used to do it, usually while working on my own studies … but I also went to the sauna all my life and drunk skinny dipping every weekend as a teenager…

I'm from Germany: Nudity isn't usually that big of a deal, except it is in an "aroused" manner. It's normal that you have to be complete nude if you go to a sauna and usually they're mixed. There can be nudity of both sexes on TV (as long as no one is excited).
Doesn't mean everyone is okay with it, but it's overall more relaxed, I would say.
I often describe it as “functional nudity”, the nakedness that usually serves a different purpose from sex. Sun bathing, healthy sweating and/ or swimming. Non of it is sexual - all about those activities are about health or physical well-being. Or serve some other natural physical function, e.g. breastfeeding. So lots of partial or full nudity is not associated with sex or sexual activities…

I lived in Germany for years and they have a thing called 'freiekörperkultur' which means 'free body culture' and there are lots of places people are naked or partially naked. Nakedness is more part of the culture there than here.

Why is this a news article? It's legal and common in Germany for people to sunbathe nude in the public parks. The courtyard of a residential complex isn't that much different. Plus, *nudity is harmless.* It's easy to get used to, and those who don't like it can simply not look at it. People need to get over their prudish Victorian hangups.

The law in Germany says that nudity is acceptable as long as there is no arousal or exhibitionism (intentionally trying to get a reaction is required to meet this test) involved. The location plays little to no role in applying this law. Public parks, your balcony or anywhere else are all acceptable places to sunbathe or otherwise be nude. The fact that it is the landlord plays no role in if it is acceptable or not.
In this case, the tenant stopped paying the full rent because of several reasons also including “food smells” and the landlord sued to get the outstanding rent.
After a site visit, “the court said that the spot where the landlord sunbathed could only be seen from the rented office by leaning far out of the window.” This finding indicates that the man was not being exhibitionist. The man “stated credibly that he always wore a bathrobe which he only took off just before the sun lounger”, and the Tennant failed to prove otherwise. The court also decided that in a mixed-use building, it is normal “that one occasionally cooks lunch”.

As a German, I love this. Everyone is naked unerneath their clothes. If people have an issue with it, oh well. I don't go outside naked unless it is where people do not see it, because I just wouldn't be comfortable. But if other peple want to be naked, oh well. You have to understand that the Germans have an entirely different view on nudity than most in the US. Public nudity is permitted in many city parks, pools, and beaches. It is not uncommon to see full nudity in TV shows or commercials. So the simple act of being nude like sunbathing or gardening is not seen as a crime. The nudist movement such as nude social groups actually started in Germany and were centered around health and physical fitness.

Germany is very relaxed about public nudity as long as it is not sexual. Though you can't walk around the streets naked (a minor disdemeanor) there are public parks and beaches where nudity is permitted.
Nudity is veiwed differently in Germany. I remember going to the local pool as a child and just seen women taking of all there clothes and not go in a locker room. Men would pee in public and Troughs are in public to pee in. Everyone could see that. He is home and everyone has the right at home.
Nudity is generally treated differently in different cultures, do be aware of this.

I'd be curious to know real statistics on rape rate between Europe and the US. I would bet rape rate is much higher in the US than it is in Europe. And I think there is a direct correlation between rape rate and the level of prudishness about nudity. Or maybe not the prudishness itself, but the level of censorship of nudity. In other words, the more nudity is censored and viewed as the "forbidden fruit", the more rape occurs. This is why I'm in favor of completely normalizing nudity. I firmly believe it would make society safer.
I doubt the two things are related. I'm European and very much in favor of public nudity but I don't think it's a deterrent for rape. Rape typically doesn't have anything to do with sex (or nudity for that matter). In the overwhelming majority of cases, rapists commit their crimes because they want to feel a sense of power over their victims. Penetration isn't done for sexual stimulation but rather for degradation. By undressing and penetrating his victim, the rapist is saying: "I have complete power over you and thus I can break your most private and intimate boundaries. You can't do anything to stop me."
This is also why the legality of prostitution and rape rates are not connected. Mentally healthy people don't rape others, even if they are incredibly starved for sex. Rape isn't just something you accidentally do. So, rapists aren't really a good measurement for policy-making. They are mentally ill and need therapy/treatment.

A rent-reduction is the only remedy in Germany unless the parties come to a written agreement changing the original contract. The lease they signed would likely be a multi-year lease. Keep in mind that they had to lean way out the window to see the sunbathing landlord, so they were being unreasonable.

Look, I'm an American (ex military) living in Germany for almost 40 yrs. My mother German, father American. There's an old culture that still continues here in Germany, and that was from the old East (DDR). This culture is called FKK. It was and still is quite normal to go naked or topless here. My mom went topless all the time and no one thought anything else about it.
Whether these people should get a discount, I'm not sure. But FKK still continues and it's not a big deal - hell, I've done it in the past in FKK areas.
Knowing the cultural background as a German, and having read some more detailed German reports, I think some clarifications are in order.
- Public nakedness is not very common in Germany, but it's also not a big deal. Just like in France, you can see completely naked people on publicly financed television, even in TV productions financed by public arts funds. Both in sex scenes and in completely asexual scenes e.g. on a public beach. You can occasionally see completely nude people on huge advertising posters paid for by big companies. Most local swimming lakes unofficially have a naked area, usually not clearly demarcated from the non-naked ones. Whether you are in the naked area or next to it, the most important rule is not to sexualize the nakedness and turn it into nudity. No sexual activities (minor intimacy is OK), no inappropriate staring. A lot of naked people are very ugly, or fat, or just old, and comments about their bodies are totally inappropriate. Saunas work the same way in Germany (and also in Finland, where they originate, and many other countries): you are expected to be completely naked, and at least in Germany this is actually enforced. (Officially for hygienic reasons, but it also makes it impossible for weirdos to enter these spaces and hide behind plausible deniability when doing inappropriate things.) Some concessions are made to make saunas more accessible for people who are uncomfortable with this: men-only and women-only days. In all these places, there is usually no issue with the inclusion of children, whether naked or not. By the way, very young children are still often naked even in settings where clothing is otherwise not optional. I believe this was once the case in the US as well, where even adolescents swam naked in school in the 1950s or so.
- As a specific example, a large conservative newspaper (Die Welt) illustrates its amused online article about this court decision with a photo of a well-tanned man aged about 60 years or so, lying in the grass completely naked, and a second photo showing a completely naked couple gardening. (Both photos are cheeky but not really sexual. And the most you can see is the woman's buttocks.)
- The US (and also the UK) has a fundamentally different approach to the public space than Central European countries. Most of the US and UK is sparsely populated, and you are expected to make sure that nobody can see you do private things that people shouldn't see. Most of Central Europe is very densely populated. Going to a place where we you are guaranteed not to be seen by anyone is almost never an option. You are expected to ignore it when you see something private that is not intended to be seen. We have, and need, a concept of privacy in public spaces. Your right to film in public is limited by other people's privacy _in public,_ and even uploading footage of someone walking along the street is only legal if you have their permission or they are only incidental to the footage or there is a good public interest reason. All of this seems related to my previous point.
- As I understood it, the courtyard is not part of the public area but used exclusively by the landlord, who lives in the office building. It is therefore a private space. The fact that other people can go out of their way to see what is going on in this space does not make it less private in our culture. The Peeping Tom is in the wrong, not his victim, and the victim has no obligation to change his or her behavior when they are aware of a Peeping Tom. (This makes it far easier to take legal action against paparazzi.)
- The renter had claimed that when the landlord went to the courtyard for sunbathing he was naked already in the corridor. However, when the court inspected the situation, the landlord was wearing a bathrobe and convincingly explained that he always did. The court came to the conclusion that the renter had exaggerated this point. ('naked under the bathrobe' -> 'naked')
- The decision happened in the context of a wider dispute. The renter tried to significantly reduce the rent claiming various defects, and for a while paid no rent at all. There is a mechanism for this in German law, so that renters can pressure landlords into fixing defects in a timely manner. The court found the reduction justified only in a small part (excessive noise from a nearby construction project) justifying a rent reduction of 15 %. It ruled that all the other claims, such as the odor from neighbors cooking at home and some everyday items like prams in the corridor (and of course the hilarious tanning landlord), did not justify any rent reduction at all.
Overall, it appears that a company in financial difficulties was delaying its rent payments to gain time, and making up frivolous claims to justify it.

My opinion is that this is something that should be disclosed before renting. If you are ok with it fine, but if it isn't disclosed then you should have some recourse. Personally I wouldn't rent there because of that but if you are ok with it then fine, but it should still be disclosed before rental agreements are drawn up. It really doesn't matter what country it's in. Just my opinion.

Remember, this is not a situation in the US. This is in Germany. Nudity is viewed in a total different way here in Europe. You don't say it but very likely the people who brought this to court were some American company working in Germany and as per usual with Americans they wanted to push their point of view on everybody else.
Very likely also the judge thought this was a frivolous lawsuit and was annoyed by having his time wasted by some prudes using this as an exuse to get a discount on the rent. if you don't like it , move...no one is forcing you to look at this dude's shlong and if he owns the building it's his rules.
Obviously you have never been to Germany in the summer. Very hot days will fill the public parks with naked people. It's not sexualized, it's just people with no clothes on. No big deal...
In Germany, it's legal for him to do what he is doing. They even have spas that are coed and you are NOT allowed to wear clothes.

According to a Frankfurt court, a naked landlord in the courtyard is not necessarily a lack of rent. In the present case, the »serviceability« of the rooms is ultimately not impaired.
Aesthetic sensibility plays no role here, and there is no »grossly improper action«. In addition, the sun lounger is only visible when you lean far out of the window.

No, if it truly offends why would a discount make a difference? Live somewhere else. Assuming the landlord was upfront about his sunning nude, then it’s the tenants who accepted, and even then why on earth would a discount make it okay if you are so bothered by his nudity you start a court case? Humans are way too uptight about nudity, it’s the natural state of humans. Animals are nude all the time exposing their genitals, even engaging in sexual acts in public! Honestly just don’t look. If you can’t stop yourself looking that’s on you and maybe YOU need some help. Nudity is only “dirty” because we’ve been raised to believe that it’s wrong - there’s nothing inherently harmful about nudity other than indoctrination that says it is. It’s not like he’s banging the renters or pleasuring himself in front of people. I mean if we truly give discounts for someone being offended by someone else then everything would be free! After reading the article in German, I believe that being in "His Own" Courtyard and not in a public domain, makes the ruling correct. The claim that he walked naked though the corridor was considered false!

Ana is right that the penis is different. There’s negative history attached to that one organ-given how much rape and sexual assault committed by men has taken place over millenia. I can understand why people feel uncomfortable, so I agree with a discount as a compromise.
I tend to be more comfortable with it because I have faith that we can change humanity for the better some day, and so I think we should try to be more accepting towards nudity regardless if it is male or female involved.
Nude Sunbathing in public parks is perfectly acceptable in Berlin, and has been for about 100 years. America has to get over its problem with nudity. However he should confine this to the courtyard and use discretion. No flaunting his junk. The legality of this issue in Berlin was originally established (at least in Berlin) because there were so few sunny days and sun was regarded desirable because of human need for Vitamin D.

Germany is so different. I worked at a research institute there and when the top researcher won a Nobel Prize and when they celebrated they threw him in the pond and afterwards he just ended up walking around naked the whole night

I note that here in the USA it’s pretty rare that renters have any legal criterion (and hence judicial support) for limiting what a landlord can charge. We mostly have no recourse except “market forces” tremendously weighted in favor of the property owner.
I could see it impacting the business, which is fair enough. If it's impacting their business, imo they should be able to get out of the rental agreement if he doesn't stop.
However, outside of that, people have a right to be nude in Germany. He has a perfectly valid (non-sexual) reason to do it, and your hang-ups aren't other people's problems. Penises are different to breasts, but they're not different to vulvas. If one person is allowed to be uncovered, everyone should be, and they are in Germany.

Never been to Europe but always had a European way of thinking of nudity and sexuality we in America act like we are in 1600’s puritans and usually people like that act selfrighteous in public and do the most behind the scenes. France and Neverlands from what I’ve heard have 0 F’s about nudity and sexuality (as long as it’s consensual)
I say the landlord should have to be completely transparent about his habits before you went South place and then nobody should rent it if they don't like it. That's what I say

I lived in Germany and it was clear that nudism is quite popular…there are hundreds of nudist colonies in the country side, and mountain sides where Germans vacation…also many upscale trailer home sites dedicated to summer vacations in the buff..entire families (grandparents, parents, children and grandchildren) barbecuing and playing volleyball every day, as well as nudism by camp fires…these places are considered family friendly.

Once it’s not just private space it’s not acceptable. If it’s your own space, and all people who live there are fine with it it’s fine. I have zero issues with nudity. I feel very European about it, but if you do it you should have a disclaimer so renters can decide if that matters to them in their homes, and right outside their homes in their yard is their home.
