"Treasury bills වලට වඩා treasury bonds වලට වැඩි පොලියක් ගෙවනවනෙ". ඒ කතාව හරි market based වැඩ වලදි. Restructuring එකක් කියන්නෙ non-market treatment එකක්. අනිවාර්යයෙන් පොලියත් අඩු කරලයි maturity extend වෙන්නෙ. උදාහරණයක් විදියට 30% පොලියෙ අවුරුද්දෙ T-bill එකක් වෙනුවට එම face value එකේම 5% පොලියෙ 10-year T-bond එකක් දේවි. ඒකෙදි අනිවාර්යයෙන්ම central bank එකට net present value loss එකක් ගන්නම වෙනව. ඒකෙන් central bank එකේ liquidity ප්‍රශ්න ඇති වෙනව කියන එක නම් ඇත්ත. ඒක අවුරුදු කීපයක් retained earnings වලින් තමයි විසඳන්න වෙන්නෙ.

Manju argues that Domestic Debt Restructuring(DDR) should be done using a mix of haircuts and a moratorium. He also said that by converting the T-Bills and bonds held by the Central Bank to a ten-year-long bond, the liability is multiplied, and the burden is passed onto the future generation. And that is a politically motivated naive action by amateurish people in the Central Bank.
Even if the repayment is not extended, what the CBSL would do when these instruments mature is roll over these debts for a similar period. For example, a one-year T-Bill will be rolled over for ten years, which is more or less identical to extending them for ten years. Hence, the impact is not very harmful.
The CBSL would have analysed and checked both scenarios(CBSL Vs Manju method). Suppose Manju can statistically prove that the current CBSL DDR method(extended tenure without annual rollover) is more harmful than the Manju Method. In that case, there is no issue in accepting that. That should be the way forward without issuing prejudicial and arbitrary opinions.
Even though the Government revenues are not cyclical, it could be possible to recover this money in ten years when it comes up for settlement. That is part of the speculation, not limited to the commercial business. Further, this is a balance sheet restructuring, not a new cash inflow outflow operation. Sadly Manju is not aware of it and shows his ignorance.
Perhaps Manju has superior knowledge and wisdom than Dr Indrajith Kumaraswami, who has endorsed the proposed DDR plan by the CBSL. Please read this. "Central Bank balance sheet restructuring won’t affect the broader economy."

You are absolutely correct. This Manju Dude and SLVlog is just a cheap media group begging for GenZ attention. Anti Government slogans are their flags.Technically and Statistically Manju Dude will never prove anything bcz he target cheaper audiences.
Dr. Indrajith Kumaraswami is part and parcel of this problem as well, harbouring politicians during his tenure. The Central Bank which doesn’t come out with actual data was forced to spill the beans to the IMF that the country’s debt is $ 80 billion plus. The CBSL should be answerable to the people of SL first, rather wait to be externally forced for the truth.

They will restructure after deducting rates until 18%. And then consider extension .
Local debts already got hit by inflation a d rupee depreciation .
By 2032 -95% of GDP stipulated in IMF.

Manju may be an expert in economics but He has no political maturity. No one in their right mind will ever agree to a haircut in Sri Lanka whether it is the purest government that does it. Whether it is NPP or SJB, people and the opposition at that time will oppose it aggressively. That is the basic political truth. A country is not a company. If you cannot understand it, what's the point of you starting a political party. You said yourself that the companies you worked for to restructure debt, had to lay off their people and cut down salaries. Do you think that can be done so easily and smoothly in a government even it is the purest government in the world?? Please be more practical.
Secondly, the central bank has repeatedly said this will not be an easy process. From where did you get the idea that they are acting like it is an easy process??
Local creditors already experienced a haircut of some sort when the inflation went up the roof.
