They know Heyman still has it and capable of creatind and producing good content, just look at SmackDown! back in the day, sums it up everything that today perfectly could work: you don't need TV-14 and 3 hours to make good solid show.

this is all part of WWE's new business model drive away viewers and drive away advertisers ... they need more Bookers with in depth knowledge of professional wrestling and start to phase out professional Hollywood writers with little to no understanding of what makes wrestling entertaining
After watching that clip on the WWE UA-cam channel, I actually thought that JBL was fine. Sure he was a WWE kiss ass and I disagreed with what he said. But he was at least somewhat respectful and respectfully disagreed with fans like myself. But Paul Heyman was a whole different story. He annoyed the hell out of me after watching that clip and pretty much held Peter Rosenberg hostage and made him nervous. It just really annoyed me and I just really don't like Paul Heyman. He has always rubbed me the wrong way ever since I first saw him on my TV on Smackdown when I was a little kid. Anytime Paul Heyman comes out to the ring on Raw to cut a promo, I immediately let out a big groan and sometimes change the channel. His promos are as boring and stale as Brock Lesnar's matches. And I think he is highly overrated.
The comment about not being able to manipulate the TV deals is shady as fuck. In the UK, only the live show airing at 1am is the full three hours, all subsequent repeats are edited to run two hours - which I imagine isn't ideal of Sky Sports. Smells like bullshit to me.
After the attitude that JBL and Heyman showed trying to defend 3 hours RAWs on behalf of WWE, I wonder if WWE's even gonna be in business by 2019? I hope they do out of business! I say this because one of their shows 'Mr. Robot' won a Emmy. I'm also thinking is that the channel as a whole is going to want to go in a different direction and try to compete with FX and AMC for more Emmy/Golden Globe/SAG etc accolades. I fear USA will view Wrestling as an anchor to that potential new direction. I'm probably reading too much in this but I know WWE doesn't have much to negotiate with.
The fact of the matter is this: the wrestling companies need the TV networks; more than the TV networks need the wrestling companies.
