We do not cultivate hemp (with rare exceptions in the north of the region). It makes no sense - there is enough of it and the wild one. That is why the lion's share of drug police work is to identify pockets of marijuana.
“The most acceptable method for us is chemical treatment,” says Evgeny Blokhin, adviser to the Governor of the Amur Region, head of the anti-drug commission's apparatus. - The destruction of cannabis from aircraft has already begun. It may be expensive, but effective. Indeed, in our region, the hearths are located in places that are difficult to reach for machinery - these are abandoned farms and other objects where you cannot drive a tractor and mower. We have already destroyed 813 hectares of wild hemp, that is, almost 40% of the foci identified in the region.
Also, the owners of the lands "captured" by it are obliged to deal with the destruction of marijuana. To establish them, the drug police create an electronic map of the hemp fields.
“Currently, a lot of work is being done to identify foci and enter them into an electronic database,” comments Valery Palatov, head of the Federal Drug Control Service of the Russian Federation in the Amur Region. - We will get an electronic map of the lands infested with hemp and we will be able to identify the owners of these plots. By law, they are the ones who must destroy marijuana on their land. We give them a certain period for this. If the landowner does not get rid of the cannabis, then he faces a large fine - up to 180 thousand rubles. But fines are a rare phenomenon in the Amur region. Usually, the owners of the land themselves understand that this infection must be fought.
There would only be funds for this. This year, two and a half million rubles have been allocated from the regional budget to combat hemp. On average, the money allocated by the treasury is enough to destroy 80-90% of the detected foci.
