So if your x axis reading is 14 (sq root days) your t90 will be 196 days. That means 196 days to reach 90% consolidation. Pop this into the equation to calculate cv

The coefficient of consolidation is directly related to the permeability of the soil. So as the soil consolidates, the soil permeability decreases and the Cv will decrease. You find this when you do the root time method of different load increments of the oedometer test.

d is the diameter of oedometer apparatus. Measure it manually or it's already mentioned in test manual.
