Your doing it all wrong. Why are we channeling all that energy in a split second through less than 1cm? It looks like your trying to ceate something specific... but to get it to work properly you have to generate that energy over long durrations pulsing through a larger port. Granted the power source would have to come from a some kind of fusion powered reactor with the ability to withstand lightning strikes... also I would channel this energy into an oscillator with the capacity to hold and capture this pulse of energy. Then we could power the world off of one supply source.

I would rather our treasure and talent went to actual threats, like unequal resource availability and anthropogenic climate change. This facility, while neat, is a holdover from the cold war, and was a way to continue to employ our weapon scientists in the US in the 1990's.
The Z-Machine also gets used for high energy astrophysics and inertial confinement fusion research. The research they are doing directly contributes to efforts to mitigate anthropogenic climate change.
