People still think the DHS memo applies to USPS locations. It does not state that. It specifically states it applies to all Federal buildings under the jurisdiction of the Federal Protective Services, which the Postal Buildings are not part of. They are under the jurisdiction of the US Postal Police, Who are governed under different regulations as far as their lobbies, etc. The sidewalk or other publicly accessible areas are covered under the general provision of the 1st amendment court rulings in each US Federal Circuit.
NNFW: It's always worthwhile to point out two things, the first being as you said, that the directives were sent from the FPS to their officers who were protecting DHS property and the second that there were two very different Memos, being the limited memo of 2010 and the more expansive memo of 2018. With regard to the jurisdiction of the FPS officers, as there are USPS branches who are themselves lessees within DHS controlled property, this means that the FPS would have equal jurisdiction with the Postal police, though the Postal police would have sole jurisdiction with regard to Postal fraud. Also, the revised memo points out to FPS officers that various agencies have CFR'S (regulations) that prohibit public photography, as such, as the agencies that their Officers police have such regulations, this means that other agencies will as well.
If anyone is near to the Hawthorn CA Post Office, could anyone check to see what version their Poster 7 is; having just checked an older audit, the fuzzy image seems to indicate that it was from either 1983 or 1983 and it is quite different from editions that were released from 1999.
