In round 1, CMC Vellore was available for choice filling. But, you did not participate and fill choices. So, it is assumed that you are not interested in CMC Vellore and it does not show for you in round 2. Read the prospectus and see "opt out" rule. Yes, if you don't fill any choices in round 2, you will get the refund back.

Ask him to fill the two Christian minority colleges in the choices. We cannot say for sure whether he will get a seat. If you want a seat for sure, then you can also try NRI lapsed seats.

Assume that all colleges have vacancies and prepare your choice list. It's not really needed to know the vacancy list. Vacancies will open up during reallotment process. Even if there is no seat available before the start, seats will open up during reallotment.
It all depends on the selection committee. If they follow the prospectus, it will not appear for you. But, will they follow the prospectus? No one knows.

You should most likely get Madha in this round. If you don't get management/ minoirty seat in R2, then no point in waiting for mop up round. So, its better to fill NRI lapsed seats in this round itself, as a backup. Fill choices in the proper sequence.

Since you did not participate in round 1, you are most likely opted out. Once counseling is over for this year, they will refund the money to you.
