Dana just goes over the bar on his fills so you have a 4/4 Time Sig but, his fills carry over to the 1st beat of the next bar besides the fact that he syncopates the hell out of his drumming. In a nut shell the whole song is in 4 but, Dana just does some gospel level drumming on everything
I being a guy who actually has chops and such have to disagree with you, syncopated is not gospel at all its originally from New Orleans which is jazz. And Dana is playing alot more "sneaky" latin phrases than gospel fills.
I like the duo concept - Doug Johns reportedly gigs with a drummer coupled with some live looping and supplemental samples provided by a drum-pad like component. Wonder if Evan and Dana do something similar? Really enjoy this music.

Though I think the entire song is brilliant, I must say my favorite part, the part where the magic starts for me, is the 3:00 mark. My God the transition there is just amazing.
