I know I’m 8 months late, but Ulm actually had quite a few interresting people born there… appart from Einstein. Max Bentele, an aero engineer who amongst other things co-developed the wankel engine A guy called Nikolaus Federman. A german conquistador in 1500’s Colombia and Venezuela and co-founded of Bogotá And quite a lot of people who either grew up or were born in villages around Ulm Robert Bosch. The dishwasher guy Sophie and Hans Scholl. Students who got executed by the nazis for leading an anti-nazi protest group Erwin Rommel(lived there)… you know this guy.
5000 admin points. *Just for a territorial core.* It's all but impossible to core, outside of a rare confluence of coring cost reductions (up to 90% theoretically possible) and administrative efficiency (I'm pretty sure this also has a cap, though I'm not sure it's possible to hit it anymore.) You'd have to get to at least an 80% total reduction to core it, even with a full mana pool. (I'm just going to ignore the possibility of having a bigger bank by being behind in institutions.) Until you find the points, enjoy the 800% overextension! That's 40 national unrest I don't even. Even if you find the points, enjoy being absurdly over your governing capacity! This is at least fixable merely by building a courthouse, if you don't mind leaving it a territory until the end of the game. If you can build a town hall, it might be really worthwhile to state it despite the costs (including a full 7 ducats state maintenance.) You'll also get a base value of 600 AE for taking it in a peace deal. (It's in the HRE, so expect extra multipliers!) an easy fix would be adjusting the dev gained according to the provinces dev cost since ultimately that’s the reason this is breaking- because it bypasses the bottleneck of increased cost. if they wanted to not have the feature become useless the excess dev that would be lost by scailing could be distributed to surrounding provinces (also scaled by their cost) and that would create a historical-style primitive accumulation around the capital. perhaps even events for other provinces that where either historically relevant or meet conditions similar like first few universities of a country or significant trade good production or a literal trade city- similar to the existing urbanisation events but more advanced to help balance out the growth of a capital to the scale that it could still get with adjustments to the system!
