The best ending may be a bit confusing, but it makes the most sense if you think about the objectives of the people involved.
Your goal is to help people lost in the park, in this case the Lost Hiker. However the context clues also indicate that there may be a little understood danger in the park as well, so you have to remember the first rule of First Response: help others, but never by putting yourself at risk.
The Lost Hiker's goal is just to find shelter. He's lost, and scared, but if he can find shelter, he should be fine for the night. So it's perfectly fine to lead him to the other Tower; it's somewhat safe, has power, and radio access. You can help him leave the park in the morning.
The Goatman's goal is to find prey. He uses his ability to mimic voices to trick prey, and is seemingly much faster and stronger than a human. However, he's managed to be somewhat subtle before, and this has made him arrogant. He toys with prey, and taunts you with that fact, hoping to exploit your concern for the Hiker into you giving him a second meal easily. This is doubly good for him because it means he can remove all the witnesses who've heard him on the radio.
This is the crux of the best ending, because the Goatman can reach the other tower first, where he was hoping he could kill you, and then track down the Hiker afterwards while he was still lost and isolated. Instead, he got there first, and found out you weren't actually at that tower. He answers back angry and demands *your* location, not safety. Meanwhile the real Hiker has never even raised his voice at you. The Goatman has to leave the tower to get a good vantage point to track you down if you turn on your floodlights, letting the Lost Hiker slip into the empty tower safely.
Now the Goatman has no meals. And two witnesses who he can't safely attack without giving away his existence definitively.
But won't the goat man use what he learned this night to track the ranger down the next one? Maybe listen in on the radio from Lost hikers who have lost their way in the daytime?

At this point, Law Enforcement might get involved. If the Goatman attacks them, it’ll draw even more attention to his case, possibly even getting the attention of the National Guard if he stays active in his hunts.

Nothing is certain, but it makes the most sense that the angry hiker demanding your location was the goat man. Because whether you shine your lights or not, the actual hiker will say thank you before you get your ending

It doesn't make sense for that to be the lost hiker because why would he get angry at you if you're trying to help him? The only answer is the goat man.

@@doctorbreen54 When he turned on the floodlights after it demanded where the park ranger is after being angry from seeing an empty tower, the ranger died while the hiker lived. It was just trying to trick you when it said it wants to know it isn't alone, that's why the game gave you enough time to either leave the flood lights off (good ending for both of you) or turn it on (bad ending for ranger, good ending for hiker).
When I send the hiker to the cave he doesn't die. He asks if you're messing with him. That's also the best way to get him to the empty tower. The hiker dies when you make him head toward the lake and straight to you. There's a note on the bulletin board saying not to go that way because of "bears." I never got the ranger dies ending though. I'll have to play it again
The only way to die is by flashing your floodlights when you’re not asked to.
It's easy tho.
Get the best ending route but instead of letting the lights off, put the lights on. That will make the goatman attack you instead of the hiker.
I remember seeing videos about this game.Probably one of the most interesting settings for a horror game I’ve seen in a while
I still think that when the hiker talks, it could be him or the goatman. When I played this game first time, I got the ending where I live and the hiker dies. The reason is, I was waaaaay too suspicious of every interaction with the hiker because I thought it could've been the goatman from the beginning.

This game was really scary. I played this game at 12 AM, at midnight. At first, I though it was a game similar to Firewatch (a game with the same map but, with different story and places + It is a adventure & mystery game ) but, the main character having a different past and reason to be as a park ranger. (Fire Lookout in Firewatch) When the hiker was introduce, I already knew that its going for a different story. At first thinking I though that me (a.k.a The Graswind Park Ranger) have to come down from the tower and go search for the lost hiker. But turns out that I have to stay in the tower. But never expected to be one of the scary game of my life. In this game its either save yourself or yourself with the hiker or be dead by the hands of the urban legend creature, "GOATMAN". I played all four ending from 12AM, at midnight till 2AM, in the morning. this game is great for its storyline, concepts, the way how the story or let's say the timeline goes in a perfect ways for all 4 endings and also with a realistic graphics, making it more scary. GREAT INDIE HORROR GAME. 💯/💯

So with presumably supernatural abilities and being very cunning the goatman doesn't know about the tower where the ranger tower is, that's kinda dumb considering that the goatman live in that area.
True, it is a fun game, but that part really isn't believable at all. There is no way that the Goatman wouldn't have already stumbled upon the watchtowers if he has been stalking this park for years.

Intriguingly the bible describes most of the angels that rebelled against God did in fact have the head of animals a goat was one of them, so was a bull. Goat man is a recurring entity except with a different name. Pan, horned god, wendigo, Baphomet and Baal.

Hey, I remember watching people play this one.
Glad they used a local urban legend for this one instead of the played out Skinwalker/Wendigo trope EVERYTHING uses now. The Goat Man legend is actually from Maryland USA and is a local myth here. Supposedly I actually live within 15 miles of the area he's frequently spotted and where the myth centers around. Lots of people around here claim to have seen him, there's all kinds of made up BS about people being killed by him but most people around here knows it's just a legend started by a college kid's mythology assignment.

When you save the hiker and lead him to Tower 2 when he gets "angry" that's actually the goat man getting frustrated as he was lead to an empty tower expecting a free meal however not knowing the hiker might stumble upon it, leaves the tower in frustration and goes back to where it was and tells the ranger alittle fluently to say or show where he is after learning how to talk alittle bit more throughout the night. Because if he was the hiker why would he get mad then suddenly "thank" him 1-2 minutes later?
This could be true but the reason why he thanks him is because then the other ranger arrives but maybe your right
You can also see it as the Goatman as the mad "fake hiker" and the real hiker being the one thanking the ranger, too.

I really loved this indie game when it came out. The atmosphere and gameplay was just amazing. Also the “goat man” seems like an amalgamation of a skinwalker (mimicking voices), wendigo (eating victims), and satyr (goat appearance).

Mimicking voices might've been inspired by skinwalkers, the connection to wendigo is nonsensical becouse it is not know if it eats its victims, and goat appearance isn't based on satyr, it's literally called goatman

I really like the characterization of the Tower 4 Ranger found around the Tower. There's minimal lighting in the tower just above the radio, the windows boarded up near the radio to block out as much light going outside as possible, symbols drawn on the boards probably as wards to keep the Goatman at bay, empty bottles of booze around the tower implying the Ranger has a drinking problem likely due to the stress of working the night shift in the park with a monster in the woods, the scattered papers on the floor showing how stressed he must be, the only other light source in the tower being a small lamp that the Ranger turns off immediately when he's done reading what's on the shelf, and the bulletin board with news articles and depictions of the Goatman. I assume the news articles he keeps to track the hunting grounds of the Goatman to know if he should be more cautious for the next following nights.

This game seems to me like a much more suspenseful and mysterious Firewatch, especially when in the tower and looking around. Would love to play this however.

I don't really understand why the Goatman needs to go through all these hoops to get what he wants, considering its speed and knowledge of the area. Maybe it's a game to him, with some strict rules that have to be followed. Or...
Perhaps, the towers are warded somehow, to be in some way imperceptible to the Goatman, and that's why it needs you to shine a light outwards to find you, and why the hiker is safe once he reaches the other tower.
Alternatively, the "Goatman" is the work of some organized group that need to be certain they are not accidentally attacking an accomplice.
I think it’s more about the forest being so large, and the light being so bright it can be seen from the other side. The reason he doesn’t find the hiker in the tower is because right before the hiker fled into it, the goat man checked it and didn’t find anyone. Maybe the reason he didn’t find tower 4 by wandering is either thinking it was tower 2, the time being almost day by the time the game ends, or because the goat man fled the area in a fit of rage.
This would've made a great movie.

The goatman is mimicking the hiker voice and when he arrive at tower 2 he probally thought a park ranger was there waiting for the "hiker" but he got frustated and then left to his hiding spot but the real hiker gone tower 4 and manage to enter

fun fact: when you see the Goatman's glowing eyes in the distance, it is actually a pair of floating spheres that emits a yellowish light. Same goes for the hiker, he never had a body and when his flashlight is seen, it's just some light coming out from thin air scripted to move for some times before vanishing.

This is one of the few games that actually terrified me. Not many games truly get to me but for some reason this game sends constant chills down my spine.

I’m still pretty confused by certain details of the story. Like, did the goatman and the lost hiker both have radios? I don’t see any other way it could change between the goatman mimicking the voice and the actual guy

So the ranger tricks the goatman into going into the wrong tower while the real explorer ends up going into the right tower where the ranger is?
Which ending? The both survive one? If so, the ranger leads the lost hiker to the empty tower (away from the cave where the goatman would find the hiker and kill him), so that he would be safe from the goatman whilst the ranger is also protecting his own location by leading the hiker (that the goatman was chasing periodically and also mimicking him) away from him, meaning that the goatman in the end, couldn't find neither him, nor the hiker; as the ranger would keep his floodlights off after the first flash whilst also securing the hiker safely elsewhere.

Don’t park rangers usually have rifles or some sort of lethal weaponry? Why was it not an option to arm yourself and kill the goat man after leading him to you? That would’ve been a really neat ending.
I'd say because whenever he reaches you, he begins violently shaking the damn tower, meaning it would be kind of hard to get a shot off, let alone a lethal one.

The goat man sounds like he’s based of the Wendigo from Algonquian folklore. There’s different descriptions unique to the region as far Minnesota (where it’s described as a tall thin giant). Besides eating humans, it has a a commonly believed characteristic of mimicking voices, and in some traditions it sounds somewhat distorted, kind of like the goat man mimicking the hiker it was hunting.

My main issue with the goat man is that his design just kinda sucks. It’s a big dude with horns basically. The drawing is a way cooler design, and I wish it was actually mainly used.

I actually disagree. I think it would fit better as Euclid. The containment area is the park, and it's never stated if it leaves the park in game (that I know of) but it can be implied given that in the endings where someone dies it says "gracewind (gracewood? I'm dumb) monster" so if it does leave the actual park it doesn't go far. While it does have the danger fitting a keter class SCP, if it wasn't dangerous it could easily have the safe rating since it doesn't seem to even make an effort to leave. The containment ratings aren't meant to be a danger scale. They're a containment difficulty scale which includes but isn't limited to danger. For example if it was just danger then I think 049 and 096 would be considered Keter given one of them can get to you no matter what gets in its way and the other just outright kills you by touching you. Sorry for an "um actually" comment, I know they're annoying, that's just my opinion. If you think it fits more as a Keter class absolutely tell me why cuz I'd love to know

This game looks similar to Fears to Fathom: Ironbark.
The theory that the goatman made a deal with the park owners is stupid and farfetched. There is a way more realistic explanation or idea for this. It’s simply a kind of Mayor Vaughn situation here. Just like Mayor Larry Vaughn from Jaws, the park owners didn’t want to close the park simply because they didn’t want to have to close the park or have the park give off a bad image in fear of losing money, so, just like Mayor Vaughn’s case, they try hard to cover up the idea of a giant monster lurking in their attraction location
