What do we do if the sego material is too stiff?

Spray water on it or squeeze a couple of times as you would a washed cloth. This will soften it.

Can I use a mannequin head and tie the GELE then later transfer it to a human head

The mannequin head as it is? NO! But if you first customize the mannequin head to the size of the human head, then it will work.
