to be fair, the long term plan is *Constitutional Reform* where the current 1987 Constitution will be revised. Why? The constitution restricts Foreign investments (FDI) in the guise of "Filipino first" policy. This filipino first policy roots from protectionism in the mid 1900s. In this age of globalization, protectionism should never have room on Economic provisions of any country.
So, why is it there's no Constitutional reforms?
Well, it was ATTWPMTED MANY TIMES BY PAST PRESIDENTS
*1st attempt: Fidel Ramos' Presidency in 1997*
      It's called PIRMA
      Why did it fail?
-Cory and the Catholic church opposed it. Probably because they don't want the legacy of Cory and the Yellow regime to be stained. Reforming the constitution which Cory and the Catholic Church supported means admitting there's something wrong with it and it would conflict to how they present it to people as perfect and 'best in the world'.
      *2nd attempt: Joseph Estrada's presidency in 2000*
      It's called CONCORD
      Why did it fail?
-Again, Cory and the Catholic church. They staged a coup/protest against Estrada because he 'corrupted' some money and that he should be impeached. They were successful.
*3rd Attempt: Gloria Arroyo presidency in 2005*
It's called Charter Change, the infamous Cha-Cha
      Why did it fail?
-Of all the presidents that attempted constitutional change and a switch to Federal-Parliamentary system, Gloria was the most vocal. She announced it on her SONA in 2005. This made the Liberals, Cory, and the Catholic church angry. They staged coups, allegation of corruptions, plunders, electoral fraud, and another EDSA revolt. But Gloria was simply not a weak President despite being a woman. She finished her 9-year presidency.
      *4th Attempt: Rodrigo Duterte's presidency in 2018*
      It's called Constitutional Committee
      Why did it fail?
-Same case with Gloria Arroyo. It was blocked by the Senate. It also doesn't help that the chairman of the Constitutional amendments was a Liberal party. He opposed it and sat on it. Duterte gave up the plan to switch to Federal-Parliamentary and asks the next President to change the constitution and the political system.

I've been a software developer here for ten years. I've worked for startups as well as BPOs.
We will never achieve the greatest in this industry because of brain drain. Because after gaining enough experience working for a local firm, we leave for a high-paying foreign tech firm. What is happening is that local tech companies are mere "incubators" for inexperienced developers who write bad code to the detriment of the company. It's similar to making their first company a guinea pig. As a result, most local tech firms are frequently left with toxic, underperforming employees who, for obvious reasons, are unable to leave. It's not surprising that a local tech frequently hires recent graduates and inexperienced employees who are willing to accept low pay.

Good points but on the same note related to this content, why can’t local Filipinos start their own tech companies instead of joining someone else’s. A good number of tech billionaires today started in dorm rooms who did not finish college so what is stopping Filipino from doing the same.

    • @emmanuelgabion2534
      @emmanuelgabion2534 2 роки тому +5

@@rl8571 It's challenging to launch a tech startup where people come and go. Starting requires pioneers who are fully committed. Often times these supposed pioneers jump off the boat as soon as the opportunity from foreign tech comes in because of enticing pay. The attrition rate is so high that the company is in a state of perpetual inexperience.
I can give you an anecdote about the actual ratio of graduating programmers. When we were in college, we had around 80 students, and when we graduated, only five of us were fully committed programmers in our batch. The rest did not graduate, changed their course, or found another job. It's far worse in other stories.
With a very low rate of people who enrolled to actually become programmers, why would people risk choosing to stay with a local company for a long time when every tech firm is after you?
Additionally, local markets are less lucrative than those in the West. Many times, businesses in this country don't actually take local developers seriously, whereas a similar project in the UK would be extremely profitable.
In conclusion, there are a lot of Filipino developers working in this industry. Most only work for foreign tech because they pay more.

    • @wasabikun
      @wasabikun 2 роки тому

@@rl8571 Let me tell you, it's very simple. The IT industry, just like any other industry in the Philippines, is rigged against genuine young entrepreneurs, with skills and courage. The only "high-tech entrepreneurs" who have a shot at doing something usually have wealthy families who give them "sabbaticals", where they can waste a couple of years and a few millions before they're off to Harvard or Loyola for their Masters, or they start with their family businesses.

I have lived in the Philippines for the past ten years. I am a businessman in my home country and I brought that mindset here with me to the Philippines. I tend to go "against the grain" in my business practices. This means to me that if there are certain weaknesses in the Filipino system that make it difficult for us to compete internationally then there might be a way to exploit said weaknesses to my advantage. So I started a tiny manufacturing company here that has grown to be the biggest private employer in my small city. We manufacture hand tools for sale internationally. I buy everything I can locally and sell internationally, where the money is. I kind of suspect that others will eventually see these discrepancies that make it economically advantageous to manufacture here and will do the same. In my own limited field our Filipino made products have come to be known as the highest quality that the world has to offer rather than the lowest.

Whilst it’s encouraging that recent changes allowing 100% foreign ownership of businesses will spark off investment, it still is not enough to help the start up scene. It’s still massively bureaucratic and difficult to start a business in the Philippines when compared to the UK, Singapore, Hong Kong etc. Also the corporation taxes are ridiculously high in PH discouraging businesses to be set up. Personal taxation is also stupidly high when compared to other regional neighbours like Singapore and Hong Kong.
Also, the quality of university degree study for Technology related courses such as computer science is frankly garbage. The first year students barely even code! In my opinion, among south east Asians, Filipinos are far behind in terms of demonstrating tenacity, courage and the determination to succeed no matter what. We are prone to look for an easy way out of tight circumstances, quick to find excuses or blame someone else. One only has to read this comment section to find there's lot of blaming and excuses. Unfortunately, you're right. Even though we've been known to work hard, this observation overshadows the real meaning of our hard work: "to have just enough to get through some years"
We don't work hard enough so we may discover the ultimate cure for cancer or be the first filipino astronaut even to walk on the surface of the moon. No, we work hard because we want to feed our family. A noble cause indeed. But the muse dies here.
We stop striving for more goodness when we're given a secure life despite the wonders that lie on the precipice of this "comfortable" life. This is evident in our businessmen and women. When they hit their peak, enough cars bought, beautiful houses owned, and banks filled to the brim, they stop being creative and innovative. They fall into stagnation as their employers grow old with them.
All the same business models, the same products, the same rules, the same people, the same thinking. Banality, at its finest.
This doesn't inspire filipinos to develop cures for diseases. Forget about the moon landing. Only, this enables them to embrace the mediocrity and the "just enough" thinking.
As a Computer Science graduate, specializing in AI and Machine Learning, I blame myself everyday for being fascinated about a field that is almost as nonexistent as snow here in PH. That's an exaggeration of course. There's a minuscule amount of job listings online for Machine Learning Engrs and they all require 10+ years of experience plus a master's degree or a phd. And this hasn't changed in 5 years. Nobody's changed. Because nobody wants to change.
"We already have one engineer on the team (that one guy who's the manager's cousin) so why should be gamble on another one? Why the hell would we want more intellectuals if one does the trick just fine?"
Yeah, goodluck writing millions of lines of code by yourself everyday.
It looks like true and meaningful change will only happen if we admit to ourselves that we're not good enough and act on it. But since we're filipinos, we don't like others to point out out flaws, even ourselves, we'll have to wait for that change for a while.

It's like a pent-up frustration that just needs a catalyst and it'll explode.
We just need one, not the old rich-backed startup, but a true startup.
From the ground up, by a dreamer, by a visionary.
Using, devouring all obstacles in their environment as fuel for the conflagration in their hearts and not excuses as to why it's hard.

I am hopeful though, I know someone, somewhere in our country is already planning for that future.

One thing I noticed is that you mentioned PayMaya and Mynt are in partnership with bigger corporations like Ayala and PLDT. Isn't that how you grow start ups in the first place? As I understand if you want to reach a bigger audience in your services, you have to invite bigger companies to help you put out your plan. Also people keep mentioning all the time "government this", "government should do that" in every comment section about businesses. My answer to that is the fact that the government themselves lack the business capability. No matter how much money the government gives you, if you cannot deliver performance and revenue wise, it's a complete waste of funds and energy. That's why we have bigger players for that. That's why we have so called investors. DOST have that idea in supporting local technology start-ups but the process is still the same. They invite investors who are interested in the business. Either the reason is what I mentioned above or it's Filipinos are just so bad at entrepreneurship. I could be wrong.

    Their reason?
Commonality of systems, lolz. Since they know commonality is important, they thot they can fool the entire public w/ it. Not everything is commonality, if it were, then they would've not entertained other suppliers. See? Easy to dismantle their excuse.
their other reason is that they need more vessels as fast as possible. If that's the case, then should've focused on acquiring as many refurbished warships as possible as the fastest & temporary solution to buy time for the very time-consuming acquisition of brand-new vessels. They ignored such path, & now their brand-new OPV acquisition backfired & so their rattling where to get more vessels & so sacrificed the precious technology transfers, local production, local sustainment of naval OPVs... Instead of taking responsibility for their mistakes, they tried to hide it by using sugarcoated statements

Philippine Government is indeed lacking in infractacture solely in tech, and partnership of this is also a problem if benefit is the guiding factor and not development; hovewer capital is needed to run certain organization and also people expertise and professional must be paid with their worth or else why do even work in the first place. You cannot deny risk and failure in startups tech business category in which modernization is eminent to dominate society with the help of science's integration. Problem is, the way philippine readealy accept foreign country's with little to none reservation or whatsoever of impact to the nation building due to allied nation. I know this help in maintaining peace and order (look at Russian vs Ukraine) : threat and vulnerability is also a factor limiting the nation march to "New society" by Ferdinand Edralin Marcos. If you really see talent, skill, capability etc. Filipinos have those unique traits thanks to education and will to learn and be better. Now, as the government strive for 'World Peace' this again limit the potential of philippine to be united and solve problem together with existing and new trials already in the nation itself; this tendencies to go this and that that nothing really makes a difference's for the past history. If only all manpower and resources was used for the sake of the country and people then the philippines today wouldn't be like now where we go all the places to have this and that it may seem absurd but the government only can do so much as you know they reliance to us in terms of tax, revenues and many more support the foundation of what can be done on that limited budget that will process to all departments of philippine and then decision where base on the money not the people because this certain trade for good you need to pay. Permit and the likes will always be there for the purpose of legalization not total workload. The long term and short term can't be separated but long term should hold more dominate for the reason it will be there for a long long time which constitute to work progress and in turn will need Filipino to work toward the goal this means employment of expert and even not will be employed during the existence of this body of government and the only way it end is of course the country downfall which I hope won't come but then nothing is impossible as they say, look at china invasion to the Philippines it may seem we have allies sorounding us, however you cannot be sure as that's what politic works they or may not turn back on us when push come to shove. Our government believeing of people goodness, positiveness, kindness, etc. So we desperately need power not to inspire dominion but assurance for security and comfort for the wellness and wellbeing of our nation that's the goal the nationalist. People are poor, people were rich, we stand at the middle where middle class is fully supported in it development for faculties of excellence and opportunity is there. My advice is to look at our president objectively for what he will achieve not fight here and fight that 'cause of differing opinion, speculating this and that, accusasing this and that like all the flaws of a president is the only thing he have: this won't solve crisis in fact it even worsen critism is there to judge nasa on fact and give correction and alternative solution. Identifying the problem then the solution if it applicable then why not take care of it as one uniteam advocate this, but if only the Marcos administration is the one making the action and not helping it in the little way we have very little is attainable remember we only have one country if we do not take care of it dearly like the ancestors mistake then maybe another colonization will happen. Good news that if war really broke out the planet will sure follow right after for its destruction this may be another reason why other countries helping us as technology and science advance it means of destruction to planet earth; mankind in particular is also massive undertaking. However, a possibility that they want to destroy philippines from the inside is also a threat and vulnerability and this facade of status, authority, and power is just manipulation impose to lower the guard of not highly civilized country, archepelago, under development and many name delimiting our means of survival in this cruel world. Be Positive but also realistic and practical with a pessimistic side. One must see all factors involved before we decide as there many fake and not true still existing even now. Support PBBM Philippines folk for his term of leadership that was only six(6) years and be patient then, complain after he step down from the senate be part of uniteam and advocate "nation building" so don't be be distracted you are proud Filipino show your ability and action not verbal fighting when you know that won't even help in building the nation to performance and stability. The words you say may only hear and praise by the many and if no results it will only go to junk and this certain person said this and that then what happens it only become lesson and reminder not to talk big without plan etc. I guess that's also a contribution so treat this message just like that. Hopefully, I won't be criticize critically to much for my patriotism for my country Philippine and wish for it great change to happen without those dark and negative prediction of mine.

With the high corruption rate of all branches of the Philippine government, including the bureaucrats , the top notched Filipinos would rather work abroad. To invite them back? Less corruption and government support. Provide scholarships to deserving students in technology and innovation and subsidized entrepreneurship!

I think one of the main reasons why we have this sort of problem is that filipinos lacks in quality education, Many students (myself included) has been inclined more to information/ subjects that is really outdated and old for 2022, i am a STEM program graduate in my senior highschool and currently taking BSECE and sadly i can say that i barely know anything technical about technology itself.. the quality of education and the quality of students right now is deteriorating resulting to produce incompetent graduates.. it is sad to think about it but i think one of the main reason why technology is not booming here in our country is due to lack of proper and quality education.
