It's the gum stay that'll make it stand, make sure to add it.

I did add an interfacing. I don't know if the interfacing was too heavy or if I didn't sew it properly. The fabric itself is stiff...but when using the fan it shakes.

@@fellitagarraway9877 Interfacing comes in different weights. You need a heavyweight interfacing, one that will yield a stiff fabric when bonded. You can even use Fabric Fuse (by Pellon)---the weight used for handbags and window shades.
