I should probably learn to watch the whole video before commenting, but here we go again :P The reason you couldn't engage that guy is that sometimes, people run away when you attack them and you can't interact with them again before they stop (I think they run home, or something). It wasn't a bug, it was perfectly intended behavior.
It's understandable that a flight or flight calculation should take place, but they are not just running back home or away. In another video I've chased them to their next task point which was long distance trade. There is something going on where the ai can just flat out ignore fights as you can get exp charged and yet no fight will ever take place.
I thought it wasn't possible to propose to a member of a dynasty, did they change that? As i remember it, marriages between dynasties were only possible through trade agreements.
The save unfortunately can't be continued due to a patch that happened midway. I'm also waiting on them to fix the transport bug before I start up another one. But there will be more comming

You can but you have to elope and 9/10 it will start a feud
