@@engineerthis6126 yes, this happened. You know Delhi is against Punjab - that is the reason they are taking water from Punjab rivers - so that without water Punjab will dry up and die soon. Otherwise water can be taken from Ganga - which is going straight to Bey of Bengal. Same for electricity. India didn't purchased Punjab wheat - but imported from Newzealand at double rate many more.
