Before Tohru got a job at the diner, she was with Kobayashi's house for long so she knew about the human world by then. Fafnir I think is jobless and just stays at Takiya's apartment playing video games though he later in the series tries to sell his written books. Lucoa stays at the house of of Ms. Kobayashi's boss as the son's familiar so she does not seem to need a job. And Kanna appears as a child in human world.
So. I haven't read the manga fully yet. But the CEO is a sorcerer, as seen with shota being one, and seems to hang out with Tohru's dad a bit. My guess is that Elma is somewhat acquainted with the CEO. So she could have gotten a favor from the CEO. Especially since coding is loosely based on magic in this world
So, for like a month at least, Kobayashi was essentially feeding three dragons.
