Of course is he singing and he has proved dozens of times that he has a beautiful voice, but I'm pretty sure that he uses some kind of effect (vocorder, doubling, auto-tune or something like that) and not because he can't sing but to enhance the sound live. I mean guitarist use wah-wah or distortion pedals as well and no one would think they only do it because they can't play
