I honestly don't think that Deathstroke would take Deadpool's place in an hypothetical Fox Titans Cinematic Universe, just because he's so popular (probably the most popular Titans villain) that he would most likely take the place of Magneto or William Stryker, the Deadpool role would most likely go to someone like Ambush Bug, Animal Man or even Red Hood.
I don't know if a Titans universe would even work since most characters are tied with other heroes (like Nightwing with Batman or Kid Flash with Flash) so the line-up must be something like Cybrog (who could take the place of Logan), Starfire, Beast Boy (if Fox has also the rights to the Doom Patrol), Bumblebee and Raven.

Warner Bros would have gotten the rights to Batman, Superman, and Wonder Woman, Sony would have gotten the rights to Blue Beetle, Booster Gold who would have appeared as a secondary main character in the third Ted Kord film, Lucifer, and Jonah Hex, Fox would have gotten the rights to Black Lightning, Lionsgate would have gotten the rights to Constantine and Swamp Thing, DreamWorks (the live action side) would have gotten the rights to Vixen, and Universal would get the distribution rights to Shazam!.
As for the films, Black Lightning would get a Trilogy courtesy of Fox under the Fox Searchlight Pictures label for the first two films directed by Spike Lee. Warner Bros would launch a very successful Batman universe, with only two Superman movies, and two Wonder Woman movies and a reboot nobody liked. Sony would bring Robert Zemeckis on board to direct a surprisingly successful Trilogy of films featuring Ted Kord as Blue Beetle portrayed by Matt Damon.

I thought someone would make this point. But we have to remember, Fox, Disney and Sony have all shared characters. Fox specifically shared Wanda and QS with Disney. Marvel aren’t allowed to use certain Spider-Man characters despite having a very strong hold over the creative control of those films. It happens, I think the same thing could happen here.

Unlike Spiderman you can actually make a bunch of films with only Batman villains.
