I would not recommend using a direct public IP connection for a GRE tunnel between routers. That approach is highly insecure and not industry standard best practice.
Instead, I would strongly advise using a more secure method like GRE over IPsec or at least GRE over WireGuard. Those protocols provide encrypted, authenticated tunnels that protect the traffic between the routers.
