I don't like a lot of measuring when I craft because I prefer it to be a time of relaxation. That said, I would do this great idea a bit differently. I would open the envelope along where it's glued. Lay it flat & glue pretty paper onto the flat envelope. Let it dry. Turn paper over and trim excess paper off using envelope as guide. Refold envelope and reglue along envelope's fold lines. Done.
