The GPs' have been rippng the taxpayer off for years. GPs have seen their salaries sky rocket and still they want more and more. Yet, they make it as hard as possible to make an appointment. GPs acted negligently during Covid. They should have stayed at work like carers and supermarket staff instead of immediately running off to their luxury houses and working part time from home making phone calls. GPs fully exploited Covid for their own selfish reasons of receiving more money for less hours worked.
The ECHR requires that where a mechanism of social security already exists, it cannot be taken away. That’s was Protocol 1 refers to. However, it has been decided that whilst an existing form of social security cannot be taken away it can be made subject to reasonable qualification/restriction etc. Presumably access to health record would be a reasonable requirement.
The bigger picture is that JCP will have access to your health record and in return, GP Surgeries will get more finances for cooperation.

Surely you have to consent to them looking at your health records. Those were always completely private between doctor and patient.
