The Coens love movies and movie-makers. The Wizard of Oz might be one such film. It was the most vibrant and colorful film of its day. At the very end of The Wizard, the lead character Dorothy awakens and we realize that everything that transpired on the screen during the last hour or so was a vivid dream. Same for Sheriff Bell. He dreamt about losing a bunch of money he was supposed to be taking care of. That's when we realize it was all a dream.
Yes and no. Yes because the coin toss was offered and she refused. No because she was dead the moment Chigurh offered a trade (money for her life) to her husband and he refused, thereby sealing her fate. She could have saved herself, same as the gas station attendant, by having played the game and won.
