its supposed to be a one way mechanism, eg as the cam chain wears the tensioner spring pushes out, but the ratchet mechanism dosent allow it to return back, if does retract, you can probably hear a rattle from the cam chain hitting the casing on the inside
I know this is an old video and I'm not even sure how I stumbled upon it but I feel compelled to comment. This is exactly how a cam chain tensioner should work. When the plunger is extended (normal operating state) it applies "tension" to the cam chain. (the chain needs to be tight in order to function properly. i.e. keep the timing in check and not rattle).
I'm confused as to what you mean exactly... so your saying that there is always tension pushing on the chain? That's exactly how the device works... That bar that sticks out should always be pushing outwards in the correct operation
Based on what you said you already checked and replaced don't you think it is worth spending $50 to possible fix it (based on the belief that you really don't know that the Cam Chain Tensioner is bad)?
MOTO SPEED have you ever opened it up? I have I call bullshit on replacement of spring. Its not a spring. Its a rolled up peace of metal. If you can just braze the tensioner together.

get you a manual one man... quick question with that being the culprit does your bike have a deceleration pop?

i don't think its normal being able to retract it by pushing, defeats the purpose of a cct. Check the state of the ratchet teeth if applicable.
should not do it replace it or open it and replace the washers ans the spring
