I made Tawny Owl using pattern by Claire Garland. I would like to use your instructions to make the feet but could you tell me if 3” bird feet mean the toes are 3” long

i made the talons using your wonderful instructions but my question is “does 3” feet mean 3” from tip of toe to top of leg wrap or is it the length of toes?
