To explain permitted development in short: 1 - All Development requires planning permission. 2 - Planning permission is granted by either: the Local Planning Authority; a Development Order; or a pavement licence. Any Development that has permission is permitted, hence the term "permitted development". The permitted development regulations (the GPDO) read like a planning permission - they have a description of development, limitations / restrictions, and conditions attached to the permission. There are caveats to the GPDO though (including some planning conditions for estates), and everyone should check the limitations on the land / property that they intend to develop.
Agreed, it really can take a long time! We just got approval to convert our 10 bed care home to an HMO. Had to deal with some obstacles along the way, it was worth the wait though!
With woodland your allowed to build a cabin, but are you allowed to lay down a foundation such as a concrete base providing the cabin in still freestanding. IE it now has something hard and level to sit on?

Council asked to put forward full planning, as the PD has been rejected but it was not suggested the conversion won't be allowed. What's the best way to make sure the application is permitted? There is a water reservoir in the area and this is the reason the area is in zone 3 flooding. But there were other conversions done in the past. Many thanks.

What annoys me is i grew up in the countryside, i have land with good road access, i have the money and the means and yet i'm going to be forced to rent in the city just because someone in the city thinks they know better. I don't want to destroy an existing building just so i can have a place to live. It genuinely seems to me like the laws are written to force normal people out of the countryside so that the rich can just come in and do whatever they like

I got planning permission on my land. The land next to me was turned down because the owner is a Gypsy.
