Presumably Albert said "I know evil, and you're not evil" because remember, he is in the FBI, so he may have dealt with all sorts of torturers, serial killers, worst of the worst. As far as Albert knows, Barry isn't cruel. Plus, he is ex-military which definitely puts a toll on someone. They served together too, and Barry saved his life. So Albert's judgment may be wrong (Barry is definitely evil), but you can understand why he let Barry go

I’m really eager to see where they go from here… will he actually just spend the rest of the series in jail? Surely not because I just don’t see the show going that direction, so obviously something is gonna defy our expectations.
We know nothing about Barry's past besides the Marines. I think we'll learn a lot more about what made Barry into Barry. Stuff must have happened to him.

He's not a good person because if he was, he would've turned himself in before killing an innocent witness like Chris or Moss; but I don't think he's truly evil cause all of this is crushing him. But he's pretty close. Def not black & white
