Another 2 of the professors who did not encourage me dur to no vacancy, commented that my CV is really good as I have 7-8 projects. I have no publications though. The only question is that all of these universities that I have got a positive response from rank above 100. Can you tell me if this is a good sign and there are any hope to be accepted? Most PIs from universities with moderate rank did not reply. Could you give me some suggestions?

If you are still pursuing Master's you dont have to submit the Master's transcripts. You can submit only those transcripts that you have received until then. For publishing a research paper, it'd be helpful if you go through an adviser.
