Yes, Supreme court gave supremacy to DPSPs over FRs in various cases including Champak Dorairaja Vs State of Madra, Balwant Singh vs State of Bihar ( Bihar state land reforms case) and Minerva mills case 1980. In reKerala Education case Supreme court held that , there is no conflict between DPDPs and FRs as DPSPs are for social and economic democracy and FRs are for Political democracy . If there araises any conflict then FRs should be given supremacy.
Article 14 and Article 19 can be nullified if it comes in conflict with law giving primacy to Article 39(b) and Article 39(c) of the DPSP as per article 31(c) that was enacted by 25th Constitutional Amendment Act.Which the SC also upheld in the same case.
As of now: public demands all these things on a priority basis which is written in DPSP. Government should provide legal right or make compulsory to implement all these things which is written in DPSP. Change DPSP into the basic rights and make it compulsory for government to implement it. It is total nonsense that it is not enforceable by any court. All these things are basic as of now. Elections are also being fought on these issues. So there should be a constitutional amendment in DPSP to make it enforceable.
