You don't need any pass to play this mode. It's already in pc, ps5 and xbox series x and s versions of the game without any need for ps plus or xbox game pass. I seriously wonder how you could think they allow you to make custom battles ONLY with xbox game pass or ps plus, it wouldn't have made any sense.
