Regarding the 4-wire dryer plug voltages, I'd expect to read 120v between either line connection and ground or common. At the panel, both ground and common are tied together.
At 6:30, I am pretty sure that breaker is hooked up correctly. A lot of 240v outlets only need 2 hots and a ground. I just hooked up a car charger at home, and that's how I had to do it. I would have used red tape to mark the 2nd hot, though. But let me know if I'm wrong. Thanks

This has actually been a all back before. For the GFCI to work correctly all the legs need to be connected in the breaker.
