Kozy Heat TroubleShooting [Full] (SIT ProFlame 1)

I have SIT proflame I IPI gas fireplace that the igniter flame lights but it continues to spark and the flame senor flame never lights. I can light the flame sensor flame with a lighter and there is a strong flame but there is no rectification and the main burner does not light. The flame sensor has continuity, has been cleaned and the pilot orifices are clean. All the wires are connected and there solenoids have continuity. Do you think it is the pilot assembly, DFC board or gas valve? Thanks
