No i think it’s meant to be that it’s his ghost, and he wished for her to be able to ride her own wave but until then he was supposed to be there whenever she needed him. So when he died, by drowning, he became a sort of water ghost? Like she can only see him in the water. He stays until she learns to ride her own wave. That’s the literal interpretation, but I think it’s meant to be a representation of how she can’t let go of him after his death. She’s continuing to ride his “wave,” stay on that same path of what used to be from when he was alive. She’s going through the stages of grief until she can accept that he is gone, and not coming back. Once she accepts that she will then be living her own path in life, hence she will be riding her own wave.
