How about this: Perfect Cell is the strongest villain (overall, like power, abilities and potential) in dragon ball history. And honestly, if he took frieza’s place in the top, give him a few months in the time chamber, and he would be the second strongest fighter in the whole tournament. Overall, cell is the strongest. Absurdly high power, nigh immortality (i said nigh, not complete) ability to grow from regenerating, undoubtably the highest amount of techniques, and is extremely smart (not even just by DBZ standards, but just in general.)

I hate to be rude but I have to disagree with your statement. TFS Cell was constantly chatty, I like it when villains are men of few words. To me, that makes everything they say more effective but TFS Cell made the same jokes over and over again. All in all, I really didn't enjoy TFS Cell or any TFS iteration of the characters for that matter.
Imagine if Perfect Cell returned because Frieza was to wish him back? This causing All Three of the Mightest Saiyan's to return at their new max and found powers. "I have returned!" *He then absorbs Frieza*
