Don't bother. If you can't do it in 18- 36 months. It's not worth it. America's transcontinental railroad took 6 years. Used more steel than a single plant. Hoover dam used 160x more Concrete than a single nuke plant, was done in 4.
Yeah that was also made mostly by slaves and indentured servants. This is going to be by engineers, scientists and the like. Not a guarantee, but that's definitely a large indicator that there's a vast difference between a railroad and a nuclear reactor.
